Alzheimer's Disease and Dementia Caregiver Support Group–Memorial Hospital's Caring Hands Senior Services sponsors an Alzheimer's Disease and Dementia Caregiver Sup- port Group. Meeting dates have changed to the first Tuesday of every month. The next meeting is Tuesday, October 6, 2020, from 6:30 to 8:00 p.m. in the Medical Arts Conference Center, located in the lower level of the Medical Arts Building at 721 W. 13th St. in Jasper. This support group allows caregivers to come together to share knowledge and experiences in caring for loved ones who are affected by these illnesses. A fter two full days of budget hearings on September 15 and September 22, the council vot- ed to approve a general fund of $ 6,651,635 for 2021. Last year they approved a budget of $ 6,773,734. To reach that num- ber, the council voted 4-2 to for a wage freeze at the 2020 lev- els. Councilman Travis Trout- man and Todd Meadors voted against the freeze. "All in all, we asked all de- partment heads to be as con- servative as they could. I want to commend them all for mak- ing our job as easy as possi- ble. Most department heads requested a raise. I think the expectation was there, that it likely would not be possi- ble going into this year," said Council President Jon Craig. Craig added, "I think the whole council was open to the idea of re-evaluating compen- sation once we get the certi- fied budget for 2021 and June tax draw. Once we see what the revenue is in June, we will see if we can provide a raise," said Craig. Pike County's fiscal situa- tion is struggling from a one- two punch of an IPL trans- fer on paper nearly $ 90 mil- lion in assessed value to Mor- gan County last year and then COVID this year reducing gas tax revenues and income tax revenues. County Auditor Judy Gum- bel said assessed value for Pike County this year was $ 623.7 million. "It really was very close to last years as- sessed value. But it was a big drop from the assessed val- ue two years ago when it was $713.4 million. One of the ways the coun- ty is saving money is in high- way department administra- tion. Highway Superintendent Roger Ham has announced he is retiring after more than 40 years with the Highway Dept. Craig said currently they have two administrators, but next year they will have a Su- perintendent and Leadman that will be a union position. "That will be a significant sav- ings," said Craig. Another measure that hasn't been acted on yet is a hiring freeze. In the Septem- ber 15 meeting, the council discussed the idea of a hiring freeze. "We have not adopt- ed the hiring freeze. We have sample ordinances. We didn't get into that in the budget meeting. My plan is to have a draft ordinance to consider in time for the October meeting," said Craig. The ordinance would in some form freeze new hires, including those replacing peo- ple who leave the employment of the county. It will most like- ly call for council approval be- fore a vacated position can be filled. There were two ver- sions; one called for approv- al of both the county council and commissioners. Another just required the council's ap- proval. There were two exceptions to the wage freeze. One was to create the position of sex of- fender coordinator. This posi- tion would have jailer duties, but it would also would main- tain the county's sex offender registry. It was set at the rate of a first deputy salary. They also raised the coun- ty trash collection site atten- dants to the same rate as part- time help at Prides Creek, and increased it to $11 for the lead position. "We have done the best we can do with so many things unknown. I don't think there were very many disagree- ments between the council- men on what needs to be do- ne," said Councilman Randy Harris.
