If payment is made within 30 days after the due date, a five percent penalty will be added to the tax. A fter December 13, an- other five percent penalty will be added, according to State Statue 6 -1.1-1. County Treasured Mar- ta Query said, "If taxes are previously delinquent, a 10 percent penalty will auto- matically incur on Novem- ber 14, 2018. Statements with coupons for each in- stallment were mailed out in April 2018. We ask that you please bring these coupons with you, or include them with your mailed payment; otherwise, you will be sub- ject to a re-print fee." "We also ask that you do not wait until the last day to call us concerning tax bills. We have more than 25,000 tax bills to process, plus many lenders who receive a lender list. We do not touch the mail until after Novem- ber 13, 2018, due to lines of customers at the counters and phone calls. As long as your mail is postmarked by November 13, 2018, you will not be charged a pen- alty. Please, be patient with us….your check will be pro- cessed; however, it may be a few weeks before we get to it," said Query. The Treasurer's Office extend hours on Thursday- and Friday, Nov. 8 and 9, and Tuesday, Nov. 13, from 8 a.m. to 5 p.m. The court- house will be closed on Mon- day, Nov. 12 for Veterans Day. "We will not be open any Saturday during this col- lection period," said Query. Fall property taxes due Nov. 13 "Four-hundred dollars worth," said Councilman Greg Simmons. "I want to make the state- ment of let the street depart- ment handle the streets," said Strobel. Clint and Tony Russell said even though no one was named, most people could figure out it was them he was talking about it. Clint said he was upset they were called out as dam- aging the road. Russell said his father, Tony, used a blade on the road, but did not grade it. Instead, he turned the blade backwards and smoothed it out. Tony said the new rock had developed a hump in the road similar to a speed bump. He said they smoothed that out. "As you can see, we did not damage the condition of this road," said Tony. Both Russells said over the last 30 years they have lived on the road, the town hasn't maintained the road. They also claim it is not a town street, but a private road. Tony said in the past when he requested work to be done on the road, he was told the town couldn't be- cause it was a private road. Tony said when sewer lines were put in, they went down the middle of the road. They were backfilled with sand. Russell claimed this has caused the road to have washouts. He said two or three years ago, the road rutted so bad, it was nearly impassable with a rut almost four feet deep in the middle of the road. He said he pur- chased rock to have that rut filled. Tony said recently he put a large number 2 rock on the road to try and prevent it from washing. He said they also put in field tile along the side of the road, but didn't get it deep enough in places so it was showing above the surface of the road. Clint said he was upset the town council didn't come and talk to them about it be- fore talking about it in the council meeting. He said someone was apparently upset by the larger rock on the road and complained to Strobel about Tony using his blade to smooth the road. "If you look at the road, there is exactly zero rock missing. Rock isn't missing, it was packed down and smoothed out." Councilman Terry Strobel said he wasn't trying to up- set anyone and he had hoped everyone was satisfied now. "Clint Russell came up town and talked to me and ( Winslow Street Supervi- sor) David Gayhart. Clint said he was upset about what was in the (The Press- Dispatch) paper. I explained to him what the deal was. The only reason we put the gravel on the road is we were trying to help the road con- dition. When we were told someone took a grader and graded it, we felt we should have been the one to do the grading if it had to be grad- ed. Also, I understand when he told me they had do- ne it with the blade turned around, they thought it was going to be useful for the road. By the end of the con- versation I had with Clint, he was perfectly fine with what I had explained to him. He shook hands with me and David and said 'thanks.' I told him anytime that road needed attention, give the town a call and we will be there right away. So I don't understand what the prob- lem is now," said Strobel. Clint and Tony Russell stand on Hickory St. where Tony smoothed with a blade turned backwards. They were upset about being criticized for taking care of the road.
