Scott Walker's Act 10 legislation, enacted in 2011, has provid- ed flexibility as municipali- ties have more authority in most employee groups' bar- gaining rights. "That has to be factored into the equation," Henken said of Act 10. "This is the set of circumstances we've had to live with, both pro and con." Municipal leaders have been sounding off about the current revenue constraints in recent years. Milwaukee Mayor Tom Barrett, who was not in attendance at this week's ICC meeting, made the issue his primary talk- ing point last year as he dis- cussed the city's 2018 operat- ing plan. Barrett had been calling on state legislators to give the city the authority to fund a half-cent sales tax to fund public safety, but the overture has yet to gain trac- tion in Madison. Referendum: 'Last resort' Several suburban lead- ers at this week's meeting sounded off on the system in place. Last fall, officials in South Milwaukee held a ref- erendum, which voters approved, to increase the levy $600,000 and bring on board two additional police officers and maintain exist- ing emergency services. Mayor Erik Brooks said he and the city's Common Council decided to hold the referendum "as a point of last resort." Brooks said he continues to maintain the stance no municipality should have to use a referendum as a mechanism to raise rev- enue, particularly for core services. Wauwatosa Mayor Kathy Ehley also has been keep- ing tabs on the issue as her community grapples with funding challenges. "It's not just a southeast- ern Wisconsin problem — it's an everywhere prob- lem," Ehley said. "It's impacting every single leg- islative district." Franklin, one of the few municipalities in Milwaukee County that still has undeveloped land, has maintained a flat property tax levy in recent years. But Mayor Steve Olson also questioned the formula in place. When municipal deci- sion-makers have a wheel tax and referendum ques- tion as last-ditch efforts, Olson said of state lawmak- ers, "They're requiring us to be the bad guys." Olson also questioned the net new construction formula for raising taxes, saying communities with little to no new develop- ment are especially feeling the pinch.
