FOR THE Wedding, Anniversary or Engagement Announcement Nonpartisan group shares findings with local officials By DAVE FIDLIN Special to the Post BROWN DEER — Rising long-term debt, growing challenges to fund critical services and revenue-generating restraints are part of a series of factors that could paint a bleak portrait in the years ahead within municipal government, according to a statewide policy research organization. Rob Henken, president of Wisconsin Policy Forum, shared snippets of a new report, "City Government at the Breaking Point," with municipal leaders across Milwaukee County this week. A more-than-century-old state law has limited the levers cities, villages and towns across Wisconsin can pull to fund staffing and services. Property taxes have long been the go-to source. A shared revenue program between municipalities and the state has been another mechanism, though it has dwindled. Henken, who gave his report Monday at the monthly Intergovernmental Cooperation Council of Milwaukee County meeting at Brown Deer Village Hall, said the WPF conducted case studies at two municipalities — Milwaukee and Racine — while preparing the recent report. The findings, he said, "revealed disturb- ing city budget trends" as various scenar- ios were thrown into the pot, including ris- ing reliance on debt service to fund improvement projects and an ongoing ques- tion of how core services will be funded from one year to the next. Possible funding options Current state law does give municipali- ties the ability raise taxes annually, so long as the figure is in line with the rate of net new construction from the prior year. Other options include the use of a wheel tax — a device long in place in the City of Milwaukee and, more recently, Milwaukee County — and going to referendum.
