Washington St. Indianapolis, IN 46204 (February 6, 13, 2019) hspaxlp LEGAL NOTICE PLANNED IMPROVEMENT e Indiana Department of Transportation (INDOT) is developing plans for proposed SR 61 pavement replacement from the intersection of SR 56/SR57 to approximately 1.10 miles north of SR 56/SR 57 (800 feet north of Kennedy Avenue) in Petersburg, Indiana and located in Pike County e project proposes full depth pavement removal and replacement with the addition of curb and gutter, and a new storm sewer. Incidental work at the north and south ends of the project will include a mill and overlay of the existing SR 61 pavement. e project will also include sidewalks beginning at the intersection of SR 57 and continue to Kennedy Avenue on the le side and will end at East Harvest Lane on the right. American with Disabilities Act (ADA) Curb Ramps will be included where required. e project will be constructed in three phases in order to allow the local traffic to maneuver around the portion of roadway under construction. e project will require SR 61 to be closed to through traffic during construction with the official detour on state maintained routes of SR 241, US 50, and SR 57, however local routes may be used by local traffic. e tentative construction schedule is for utility relocations in 2020 and construction of the project in 2021. Phase 1: SR 61 will be closed from SR 57 north to just south of Spruce Street. Local residents living west of SR 61 will be able to access 7th Street and be able to go north to SR 61. Residents living east of SR 61 will be able to take 10th, 11th, or 12th Street north to Spruce Street to avoid the Phase 1 construction. Phase 2: SR 61 will be closed from the railroad tracks to just south of Harvest Lane. e contractor will be required by contract to allow traffic to cross SR 61 at the cross street intersections in this segment. White River Avenue runs parallel to SR 61 in this area and will allow local traffic to maneuver around the Phase 2 construction. Phase 3: Construction of SR 61 from Harvest Lane to the north end of the project includes a subdivision within this segment that has only one exit, which is onto SR 61. e construction in this area will not involve full depth pavement replacement. Rather, the pavement in this area will be milled and overlayed which will allow, SR 61 to be constructed in stages with at least one lane of traffic being maintained in each direction for local traffic. Access to all businesses and residences shall be maintained and school corporations and emergency services will be notified prior to any construction in regard to the closure or delays prior to any construction. Construction of the project may require approximately 1.10 acres of new permanent right-of-way. No displacement of residents or businesses will be involved with this project and the total cost is estimated at $ 5,000,000. At present, we are planning to use both state and federal funds for construction of the project. e Federal Highway Administration and INDOT have agreed this project falls within the guidelines of a Categorical Exclusion (CE) Level 2 environmental document with no mitigation required for wetlands. (February 13 and 20, 2019) hspaxlp REQUEST FOR PROPOSALS/ QUALIFICATIONS PARKS AND RECREATION SHELTER PROJECT PIKE COUNTY, INDIANA I. PROJECT INTRODUCTION: In accordance with IC 5-23-5, the Parks and Recreation Board of Pike County, Indiana (the "County"), invites any and all qualified parties to submit Proposals and Statements of Qualifications for scoping and eventual development of park project(s) (the "Project") in Pike County, Indiana under a public-private partnership. e purpose of this Request for Proposals/Qualifications (the "RFPQ") is to identify developers capable of providing financing, development, and construction services for an approximate 1,800 SF shelter house facility in Prides Creek Park. II. PROJECT SCOPE: Selected proposer will provide all financing in a manner that is compliant with IC 5-23, development services, site work, labor and material to complete the Project. e final scope and nature of the Project will be determined in a scoping period that will determine the financial feasibility of the Project. However, the attached plans are provided for review and budgeting. III. PROPOSAL EVALUATION: e County has formed a committee to review the proposals received. e criteria which will be utilized in evaluating proposals is as follows: Your experience developing similar projects Your demonstrated ability and capability to perform the work, including your reputation as indicated by your references for performing this type of work Your approach to the Project Your ability to finance the Project, as required by IC 5-23. Your submitted Project budget. IV. PROPOSALS Please respond to the following requests: Provide a description of the project team. Identify at least three (3) projects you have developed with government entities in the State of Indiana. Include names and telephone numbers to be used as references relative to the listed projects. Explain your process of development of similar projects, including how you will satisfy the financing requirements of IC 5-23. Please provide a complete budget and schedule per the attached plans, including all legal/ administrative milestones required by IC 5-23. V. General Conditions It should be understood that: e County reserves the right to reject any and all Proposals/Statements of Qualifications at its sole discretion. e County may select no proposers at all. e County does not require you to submit a certified check or other evidence of financial responsibility with your proposal. All proposers will be accorded fair and equal treatment with respect to any opportunity for discussion and revision of proposals. e County may enter into discussions with proposers to clarify and assure a full understanding of proposals. e County may refuse to disclose the contents of the Proposals/ Statement of Qualifications during discussions with eligible proposers. Subject to receiving acceptable offers to this RFPQ process, the County is anticipating that the Project will be financed by the selected proposer. Accordingly, under IC § 5-23, the Project will not utilize "public funds" as defined in IC § 5-22-2-23. Per both statutes, the selected proposer will not be subject to further procurement under IC § 36-1-12. If financing of the Project is provided by any other manner that would constitute public funds, then the proposer may be subject to further procurement processes as determined by Indiana state law. NO. 1600724 Pike County is planning to undertake a rehabilitation and realignment project, funded in part by the Federal Highway Administration (FHWA). e project is located on County Road 350 North in Pike County, Indiana. Under the preferred alternative, the proposed project would involve improving County Road 350 North by rehabilitating the 12-foot wide aggregate road into a Hot Mix Asphalt paved surface roadway with 11-foot lanes and 8-foot shoulders along the 1.44 mile stretch of County Road 350 North between State Road 61 to County Road 175. e apparent existing right-of-way is edge of pavement and the anticipated proposed right-of-way ranges from approximately 40 feet to 55 feet from center line. e project will include new roadside ditches, regrading, proof rolling, under-cutting of unstable areas, sub-grade treatment, aggregate base and a paved surface. New signs will be included as well as new pavement marking, guardrail and general appurtenances. e project is anticipated to require approximately 16.2 acres of permanent and 0.2 acre of temporary right-of-way, but no relocations are anticipated. e project is anticipated to be let in 2022. e proposed action does not impact properties listed in or eligible for the National Register of Historic Places. e Indiana Department of Transportation (INDOT), on behalf of the FHWA, has issued a "No Historic Properties Affected" finding for the project due to the fact that no historic properties are present within the Area of Potential Effects (APE). In accordance with the National Historic Preservation Act, the views of the public are being sought regarding the effect of the proposed project on the historic elements as per 36 CFR 800.2(d), 800.3(e) and 800.6(a)(4). Pursuant to 36 CFR 800.4(d)(1), the documentation specified in 36 CFR 800. 11(d) is available for inspection in RQAW's office.
