The $1.16 billion operating plan also includes an infusion of new dollars into a number of venues and amenities, including upgrades to t h e M i l w a u k e e County Zoo and Gen. M i t c h e l l International Airport. Now it is time for the 1 8 - m e m b e r County Board to get out their scalpels and offer up pro- posed amendments to the budget plan. Abele said crafting the 2018 county spending plan was diffi- cult, echoing similar sentiments offered by Milwaukee Mayor Tom Barrett on his proposed munici- pal budget. Abele, like Barrett, blamed declining state shared rev- enue for the challenges. The County Board was slated to meet with Abele on Monday during a Committee of the Whole meeting. Abele, however, was unable to attend it because of an out-of-state family emergency. Teig Whaley-Smith, director of the county's Department of Administrative Services, pinch hit for Abele at the meeting and addressed some of the board's preliminary concerns. Abele is slated to meet with the board on a later, as-yet unspecified date. Whaley-Smith attempted to underscore some of the chal- lenges facing the county, particu- larly on the revenue side of the ledger. In 2009, he said the county received $330 million in state shared revenue; in 2015, that fig- ure was nearly halved, to $170 mil- lion. "It is a dramatic number," Whaley-Smith said of the drop.
