The County Council ap- proved the cost of Sanders' work at $75 per hour, with an estimated cost of $13,000, to be completed in approximate- ly six weeks at their Jan. 12 meeting; County Commis- sioner Warren Fleetwood said six firms are hoping to bid for the detention center project. "We found (Sanders) to have an impeccable résumé. He's known in the detention center world," Fleetwood said, adding comparable structures have come in at $20 million, half of the previous consultant American Structurepoint's es- timate. County Councilman Mike Stilwell told commissioners he believed Sanders would be a good representative. "He knows what we have available in our funding mech- anism and wants to get us on track," Stilwell said. "We can't build a $40 million jail." Councilman Jeremy Over- ton touted Sanders' qualifica- tions post-meeting. "Byron's volunteer assis- tance with reviewing con- tracts for the jail project had already saved taxpayers hun- dreds of thousands of dollars before we even appropriated money to hire him...his com- pensation is an investment that will help save millions over the plans we were pre- viously presented," Overton said. "Hiring him to represent us was a no-brainer." The dissenting vote among commissioners was from Commissioner Mary Key, who interviewed with the Star- Times after the meeting. She said the problem was not with Sanders' qualifica- tions—she'd met him about a year ago to talk about the work he did on the Posey County jail. Instead, she said she felt the process of hiring hadn't been followed to allow anyone to ap- ply equally. When the county looked for someone to do pre-de- sign work on the jail original- ly, they put out a call and five firms applied; Sanders, she said, did not apply. While that wouldn't be a stumbling block to choosing him to spearhead the work now, she said she thought the job should be advertised and open so that every applicant would have the chance to ap- ply. Typically, the commission- ers would then choose which of those to bring in to inter- view and make the choice based on who had the best qualifications. She added some people that now hold department head po- sitions appointed at the be- ginning of the year were giv- en them without everyone having the opportunity to ap- ply. That doesn't make them unqualified, Key said, but it didn't give everyone an equal opportunity. "I'm basically worried about process," she said. "I have nothing against the individual." She said if given the oppor- tunity to interview him, she would have asked if the $20 million cost estimate included everything. The selling point for American Structurepoint, she said, was that their cost estimate included everything, from soft costs like furnish- ings, to land acquisition and soil testing, to the very high cost of technologies like video surveillance. Their estimate, while high, was conservative so that the county would likely come in under budget. While that may be the case with Sanders' plans, she said she didn't know if that was the case, or if half the cost would end up being only construc- tion costs, and if those costs included the community cor- rections building and sheriff's offices. She said Posey County opened around a $20 million cost, but it was a smaller jail built on land they already had. "I wish we had Posey Coun- ty's situation," she said. By the council approving certain money and naming Sanders by name, she felt the commissioners didn't have the ability to advertise the posi- tion and interview applicants, which, she said, was why she dissented in the vote. GCVT sponsors ag-themed events By Janice Barniak Gibson County Visitors and Tourism ended 2020 down 43 percent on hotel tax collections, but did re- ceive an Indiana Arts promo- tion grant of approximately $28,000. The board approved spon- soring livestock shows, in- cluding February's beef pre- view show for $1,000 to help the longtime event advertise. According to paperwork sub- mitted to GCV T, the event draws show animals from Il- linois, Wisconsin and Ohio. "They draw from a pretty good distance," said board VP Charlie Woodruff. The board gave the show $750 last year, but had bud- geted $1,000 for this year; the event's expenses increased partly because they had safety precautions during COVID-19. "With the money shortage we have, I think we should not go over what we budget- ed for them," said Commis- sioner Mary Key. The board also approved Gibson County Antique Ma- chinery Club's request for $1,000 to help the group ad- vertise a national tractor pull Feb. 19 -20, including in "Hook," a magazine for trac- tor pullers. It's a busy year for pull- ing, as a Labor Day pull and two quarter scale pulls are al- ready scheduled. New this year, Justin Rex- ing, who organized last year's Lamb Camp, expanded the event to cover three animals; the group decided to take the $ 800 budgeted to support his lamb camp again and up the amount to $1,000 for the big- ger show. "We've budgeted for the lamb show and this has got lambs in it," said Key. County Commissioners extends employee COVID-19 leave By Janice Barniak County Commissioners extended county employ- ees' ability to use 10 days of COVID-19 leave into this year. "COVID leave federal re- quirements ended Dec. 31, but COVID did not end Dec. 31," said Commissioner War- ren Fleetwood, before com- missioners voted to extend the ability to use those days out to March 31. Employees who have not used COVID-19 leave still have 10 days of leave to use for COVID-related purpos- es, including if an employee's spouse or child tests positive or if they're quarantined for contact with a COVID-posi- tive person. Those days can only be used once. COVID leave on and after April 1 will require employ- ees to use paid time off days; however, that could change if the government mandates change. "We are all subject to the life of the virus...we may have to adjust our course of action. I pray that's not the case," said Fleetwood. More than 2,000 Gibson County residents vaccinated By Janice Barniak Gibson County continued with another week at adviso- ry level red, even as Gov. Eric Holcomb extended the state's color-based restrictions, con- tinuing the prohibition of gath- erings of more than 25 people. As for vaccine roll-out, Gib- son County has 2,008 people who have had the first doses of the vaccine administered; 24.9 percent of those have been to people over 80 years old. As of press time, the county was at a seven-day test positiv- ity rate of 18.47 percent, with unique cases at 37.2 percent, (down from last week's 40). Positive cases county-wide are at 3,725 since the outset of the pandemic, deaths are at 59. Many District 10 counties are still in the red on the county metrics map.
