Originally formed November 2017, zoning discussions end- ed March 6, 2018, after commis- sioners decided the exploration of zoning had been unfruitful. How- ever, a contingent of locals called Citizens for Property Rights have recently fought to bring back dis- cussion of zoning as a way to en- force regulations on a wind en- ergy company leasing land near Owensville's doppler radar instal- lation. Those citizens have expressed a concern for public safety should the radar, that does low-lying scans important in tornado-spot- ting, be impeded. Commissioner Mary Key, County Councilman Mike Stil- well, Surveyor Scott Martin, Ex- tension Agent Addie Thornley, and locals Ken Beckerman, April Graper, Mike McConnell and Greg Reising have been appoint- ed to the board. The board also reinstated law firm KDDK to assist with the or- dinance. Feedback was not unanimously positive after the announcement. Cecil "Bob" Allen raised con- cerns that the EDIT funds used to pay for the measure would come out of county road funds. "If I'm not mistaken, last time we spent a lot of money on this," he said. The auditor estimat- ed a cost in the neighborhood of $183,000. "Do you know how we're going to pay for it? " According to Commission- er Steve Bottoms, there is a line item for contract services, but if the process exceeds the amount, it would come out of EDIT. "That affects county roads. It means our roads won't be fixed as they should," he said. At least three public meetings are required for the APC to pass a zoning ordinance, and then at least one meeting of commissioners. Commissioner Steve Bottoms said the last zoning discussions had more meetings than neces- sary, some lasting two to three hours. Commissioner Key said the APC also would not be starting at square one, but would begin with the zoning ordinance work the APC had already prepared, work- ing with their changes/drafts. "It needs some fine tuning. But we're not going to start at the be- ginning, we're going to pick up where we left off," she said.
