Brock Kocherer allegedly stole cash from city halls finance department on Oct. 12, Oct. 15 and Oct. 21. He is expected to appear for an initial court appearance on Jan. 7. According to a criminal complaint, Ralph Chipman, director of finance for New Berlin, reported to police that someone had removed $200 from an envelope on four different occasions, starting on Oct. 12. Chipman told police the finance department is located in a separate area and only finance personnel are authorized to access it, the complaint said. The complaint said Chipman told police, because of the initial theft, a surveillance camera was set up in the secure room, which identified an unknown male taking money from the envelope. The complaint said detectives obtained stills from the surveillance footage, which led to them identifying Kocherer as a suspect. Kocherer told police, the complaint says, he used his girlfriends employee identification card to gain access to the room. His girlfriend is a custodian at City Hall. Kocherer further admitted to police each time he entered the room he stole $200 from the envelope. According to the complaint, he said he stole the money because hes addicted to heroin.
