The discussion, which has taken place in recent months, comes amid a year filled with a number of robust elections ��� including the historic gubernatorial recall in June and the presidential in November. Both elections garnered large turnouts. Supervisor Mark Borkowski is among the County Board members aiming to enact a policy moving forward, that determines , how much each municipality needs to absorb in a particular election. Recently he , came before members of the Intergovernmental Cooperation Council, a consortium of the 19 mayors and village presidents, with his proposal. The municipal clerks Borkowski and other county officials are working with are in the process of reviewing language in a draft agreement. Plans call for presenting the document at future ICC and County Board meetings. With taxpayers funding operations at the municipal and county levels, the discussion between different agencies is merely an effort of determining who foots the bill ��� and for what amount. ���We���re all taxpayers,��� Borkowski said. ���It���s just a matter of what wallet it���s coming out.��� In other business at the December ICC meeting: ��� Approved a resolution urging the Wisconsin Department of Transportation to manage its construction projects in accordance with standards set by the Milwaukee Metropolitan Sewerage District. Since MMSD does not have oversight of WisDOT, the document is non-binding. As written, the resolution asks WisDOT officials to adhere to a number of issues, including storm water runoff, when roadways are constructed in the greater Milwaukee area. ���If they���re building a road, they should abide by our code,��� MMSD Executive Director Kevin Schafer said. A WisDOT spokesperson did not return a phone call when asked to comment on the issue. ��� Discussed the future of the county���s participation in the Milwaukee Area Domestic Animal Control Commission. West Milwaukee Village President Ronald Hayward requested the item be placed on the ICC���s agenda. He expressed concern about a number of issues, including overall policy matters within the organization and recent instances of animal deaths. But several other municipal leaders maintained different perspectives. ���I haven���t heard any complaints from citizens in South Milwaukee,��� Mayor Tom Zepecki said. ���If it ain���t broke, don���t fix it.��� Franklin Mayor Tom Taylor, who chairs the ICC, said each municipality needs to have some type of animal control service in place. ���Maybe (MADACC) is not perfect, but the question is what you would have in its place,��� Taylor said.
