The Press-Dispatch Saloon one step closer to demolition By Mike Johansen The City of Petersburg is now the owner of the old Silver Dollar Saloon and is one step closer to being able to tear down the fallen building and the two buildings beside it that have been damaged beyond repair. Mayor Jon Craig announced at the Petersburg City Council meeting Monday night that the transfer of ownership of the Silver Dollar Saloon has been made to the city. Liability insurance has been put on the property to cover the city just in case anything else happens before all the legal hurdles are completed, the building can be torn down and the lots cleaned up. Also slated for demolition are the buildings at 603 and 605 Main Street that formally used to house the Harris Real Estate Office and Sweet Stuff. Both have moved because the buildings have been declared unsafe. First, the environmental review and historical review of the buildings have to be finished before they can be torn down. Official notice of intent has been delivered and government agencies have 30 days to reply about any historical significance for the buildings and with any reasons they cannot be demolished. The demolition of the two buildings next to the Silver Dollar Saloon became necessary when the saloon collapsed in 2011. It damaged the wall to the Harris office, which is attached to the former Sweet Stuff building. Repair estimates for the two buildings from damage caused by the collapse and from a wind storm were determined to be more than the buildings were worth. Estimates for repairs on just the former Harris Real Estate office exceeded $100,000. The City of Petersburg has obtained a no interest loan for about $100,000 for the purchase of the other two buildings and for demolition costs for all three buildings on the corner of Sixth Avenue and Main Street. Just a few legal hurdles remain before that can be done. Bids have already been received for the demolition and that will cost a little less than $28,000. No action was taken at the City Council meeting. The Home Building block renovation and new lighting project is moving forward. The new Home Building office and bank is expected to be ready for operation some time in January. The demolition of the old building and the sidewalk and lighting project could take a little longer, depending on the winter weather. The City Council voted to approve expenses of $4,500 for equipment for the project that the city is accomplishing related to the sidewalks and street lights. They also approved a bill from Midwestern Engineers for planning the sidewalks and lighting projects totaling $18,480.58. The only thing remaining for Midwestern is inspection of the work on the sidewalks and lights to be done by Lemoin Woods. T he Board of Public Works and Safety and City Council is delaying doing a traffic count in the downtown area until February at the suggestion of an architect. The delay is to establish new traffic patterns and traffic counts on Main Street in Petersburg. Also, the count is postponed in order to let traffic patterns settle into normal after the opening of I-69 and to get past the holiday traffic patterns and into a more normal pattern before the counts are made. The City Council is delaying formal approval of interfund transfers and encumbrances until probably the second meeting in January because not all needs will be known until the end of the year and not all the work can be completed now. They did vote to authorize transfers of up to $2,000 by City Clerk Tammy Selby with a report to come to the Council. They also got good news from the state review of the budget that the Department of Local Government Finance made no changes or reductions in the budget for 2013 that was passed in August. This is one of the first times that has happened in recent years. The City Council ap proved a $15,000 bond for Gary McCandless and a $30,000 bond for Clerk-Treasurer Tammy Selby for the next year. The Council also received a report from the Stellar Committee about what they are studying for the project including a community center. That was an item that received a lot of backing from some groups. They are also researching a trail project for bicycles. The Petersburg Water Board discussed a water line problem in the North Park area along Highway 57 noting an old line needs to be capped and a new line hooked in before that problem is completely fixed. T he hydrant replace ment project is almost complete and the Water Board authorized a payment of $60,079.50 to Van Hoy and Sons for its work on the project plus an additional $3,420 for putting in valves on the water lines. They also approved a Change Order for $1,000 to change from a four inch to six inch valve inserter for one water line valve with work to be done by Wabash Utilities. The Board of Public Works and Safety approved paying Wabash $45,928 for repairs at the sewer plant in replacing some lines and installing valves. T he Board of Public Works and Safety also approved paying Wabash $2,054.78 on the sewer line project on Vincennes Avenue where the bridge was replaced near the railroad tracks. The Indiana Department of Transportation will refund 53 percent of that cost to the city. The Board also approved a change order decreasing the entire project by $13,362.76 as the work was not as extensive as first estimated. Lisa Gelhausen from Region 15 told the City Council that formal approval for the Storm Water Grant has been received and the $1 million should be coming to the city in the near future for work on that project. Mayor Craig said the city had $244,283 in the Rain Day Fund and $243,455 in the City General Fund at this time. He congratulated all department heads and the city council for spending wisely to maintain the balances needed for both funds and to operate the city. Gelhausen also updated the City Council on the work to clear the old service station on North Highway 57 by Pike County. She said finding the current owner is the big problem right now. The change of ownership in property might not be able to be completed by the deadline for applications for funds to clear the mess and contamination from the old service station. She said the county still would have to wait for grant approval after they get ownership. There looks to be some major hurdles facing the county at this time. She said Region 15 will be sending out a letter and survey soon to get income information for a grant for a new fire station for Petersburg. That is being handled through the Fire Territory Board of Directors.
