County hires third party to assess road damage By Andy Heuring Pike County Commissioners approved hiring a local paver to help develop cost estimates on repairing roads affected by I-69 construction crews. The commissioners voted 3-0 to hire Don Ritchey, former owner of Tri-County Paving, to help assess the damage and estimate repair costs. They agreed to a rate of $25 an hour. Commissioner P resident Mark Flint said he and Highway Superintendent Bobby Joe Morton met with INDOT officials about roads in Pike County that were damaged from heavy equipment and traffic of construction crews during the building of I-69. Flint said several roads like CR750N and 650N were destroyed during the construction period. He said they met for about two hours before deciding they weren't going to come to an agreement. Flint said they decided to have Superintendent Morton along with INDOT representatives and contractors go out and review the roads in question with a third party. Ritchey was hired to be that third party. Flint said video of each of the roads' conditions were made prior to the construction. The group was set to start the review on Tuesday and it was expected to be completed by Friday. Flint said there were about 15 roads affected. Commissioners release TRIAD Mining road bond Commissioners voted 30 to release TRIAD's road bond on CR450E near Augusta. The vote came after a discussion. Commissioner Dale Nalley said he thought the road needed more rock. Nalley said the agreement called for eight inches of rock to be put on the road. He said when he checked it he dug test holes and it appeared to him there were only four to five inches of rock on the road. Superintendent Morton said he had viewed the road on Monday morning and it "looked great." He said places were as deep as 12 inches. "It sounds like they (TRIAD) have been back out there and put more rock down since you (Nalley) were there," said Flint. Nalley said there was some work needed around some of the culverts. Robert Royalt y complained about a large "mud hole" in the road. Morton said that wasn't in the part bonded by TRIAD. "Well, I can buy that, but what are you going to do about the hole?" asked Royalty. Morton said the county would take care of it. He said the problem was people riding four wheelers and ATVs across the ditches and damaging the ditches. "We will come out there and redig the ditches, but when we do, people are going to be complaining about the deep ditches," said Morton. Boyd hired to repair trash collection buildings County commissioners voted to approve hiring Ed Boyd's construction company to do repairs and renovations to the county's trash collection site buildings. Commissioner Assistant Melissa Bryant said the buildings are getting old. Some needed new floor covering while others needed new floors. Commissioner Nalley asked how many contractors she contacted. Bryant said she was required to contact two. She said one company she contacted said they didn't have time for the project. Boyd's quote was $4,295. In other business the commissioners: •  Agreed to grant an easement to the City of Petersburg to run a water line to the trash collection site on Illinois St. •  Appointed Frank Ropp to the library board. He replaces Mike Morton. •  Flint talked brief ly about his 12 years on the commissioners. He and Nalley were elected in November of 2000. Flint didn't seek re-election and Nalley was defeated in November. Monday was the last meeting of their third terms. "It hasn't all been good, but it hasn't been all bad," said Flint. He said he and Nalley didn't always agree but added, "We tried very hard to do the very best we could." The next commissioners meeting is set 7 p.m. Monday, January 7.
