Samuel William Spencer Foust Student Spotlight Members of the Pike County Emergency Planning Committee and IPL employees conducted a tabletop exercise at Indianapolis Power and Light last week. Damon Mason, Wil Teague, Jeff Harter, Matt Under- wood and Todd Meadors were the plant presenters for the exercise, which was focused on a large spill of anhydrous at the plant. Following the exercise, Damon Mason and Todd Meadors took committee mem- bers Brian Maxwell, Ray Brocks, Holly Bryan, Tonda Dixon, Sheriff Jeremy Britton, James Capozella and Indiana Department of Health representative Seib Maddison on a tour of the hazardous chemical storage and several other operations on the IPL property. James Capozella photo LEPC conducts emergency management exercise at IPL By James Capozella Pike County Local Emergency Plan- ning Committee (LEPC) members participated in a tabletop exercise last Thursday that assessed the capabili- ties, strengths and needs in the event of a large anhydrous tank rupture at Petersburg IP&L facility. Environmen- tal, safety and security personnel, in- cluding Jeff Harter, Will Teague, Matt Underwood, Damon Mason and Todd Meadors, led the discussion with Pike County EMA director and LEPC mem- ber Tonda Dixon presenting the sce- nario. LEPC members participating in the exercise were Brian Maxwell (Chair- man), Ray Brooks, Holly Bryan, Jer- emy Britton, Jada Maxwell, James Capozella and Maddison Seib. Da- mon Mason was the main presenter outlining recently added capabilities in firefighting, on-site incident man- agement, response mechanisms, per- sonnel, equipment and the IP&L haz- mat incident plan. The mission areas presented by Dixon included prevention, protec- tion, mitigation, response and recov- ery. A Haz-Mat incident involves evac- uation, containment, cleanup and dis- posal, in addition to dispatching emer- gency response personnel, patient care if needed and decontamination options for personnel and vehicles. Mason explained the response plan for IP&L in the event of a spill, an- swered questions from LEPC members regarding hazards and also coordina- tion of efforts by EMS and fire depart- ments. At the conclusion of the exer- cise, a lengthy tour of the several haz- ards, including storage facilities for sul- phuric acid, was given by Mason and Todd Meadors. Mason's recently de- veloped QR codes mounted on struc- tures and buildings allow mobile phone access to specific information such as AED, facility siren meanings, emergen- cy procedures and phone numbers. He also took LEPC members to the emer- gency response quarters where a bat- tery powered jaws of life, a two way ram and battery powered fans are main- tained. Another addition to IPL emer- gency response is a fire buggy with en- closed area capability. Mason said that the emergency re- sponse personnel at IP&L, EMS re- sponders and Petersburg firefighters, some who also work at IP&L, would be a valuable combination in the event of a large Haz-Mat or other emergency in- cident such as the recent car fire out- side the IP&L gate. IP&L environmental department members include Jeff Harter, Will Teague and Dobby Douglass. Safety department members are Matt Un- derwood, Damon Mason, Brent Kress and Amanda Ashworth. Former Pike County Sheriff Todd Meadors is head of IP&L Petersburg Security. Pike County LEPC members represent Pike County EMA, Pike County Sheriff's Office, Petersburg Fire, EMS, nurs- es and the Indiana State Department of Health.
