If, in any year, the rate adjustment approved by the Board is lower than the amount resulting from the application of the CPI, the difference may be carried over and applied by the Board to future rate adjustments. In the event the cited index is substantively changed or is no longer published, the Board will select a substantially similar index. Any affected person may submit written protests to the report. Written protests must be sig- ned by the objecting party, indicate the subject property and be delivered to the Clerk of the Board of Supervisors prior to the conclusion of the public hearing. Upon the conclusion of the hearing, the Board of Supervisors may adopt, revise, change, reduce or modify any fee set forth in the Report filed by the Public Works Department or overrule any or all objections, and shall make its determination upon each fee as described in that Report. Describe the amount of the proposed service charge for each parcel of real property in the Residential Non-Tax Roll Billed Zone 2 Area should the proposed Ordinance be enacted, and the Report approved. 3. Maximum monthly rates for solid waste collection for Fiscal Year 2023-2024 in the Residen- tial Non-Tax Roll Billed Zone 2 Area are set forth below for residential properties. This maximum rate includes the Solid Waste Administration Fee which is charged on a per residential unit basis and will be continued at the current rate of $1.00 per residential unit per month.
