14 - 20 de Abril, 2023 © El Popular I 11A www.elpopularnews.com CNPA MEMBER PUBLICATION "RECAUDACIÓN" VIENE de primera página NOTICE OF HEARING AND SUMMARY OF PROPOSED ORDINANCE RESIDENTIAL NON-TAX ROLL BILLED ZONE 1 AREA SOLID WASTE COLLECTION CHARGES FOR FISCAL YEAR 2023-2024 On the 23rd day of May, 2023, at the hour of 2:00 p.m., in the Chambers of the Board of Super- visors of the County of Kern, in the Kern County Administrative Center, located at 1115 Truxtun Avenue, Bakersfield, California, a Public Hearing will be conducted to consider the enactment of, and hear any objections to, an Ordinance establishing the schedule of Solid Waste Collection Charges for Fiscal Year 2023-2024 for residential property located in Garbage Zone 1 that is not located within any Universal Collection Area. This Ordinance will establish a schedule of service charges for all residential properties. Property owners in this area are not required to subscribe to the services of the franchise haulers, but if they do so, these charges will apply. The Board of Supervisors will also consider a report filed by the Public Works Department titled "Residential Non-Tax Roll Billed Zone 1 All Franchise Areas Solid Waste Collection Charges for Fiscal Year 2023-2024." Issues and recommendations in the report include the following: 1. Designate the use of each parcel of real property in the Residential Non-Tax Roll Billed Zone 1 Area as residential or non-residential. 2. Describe the amount of the proposed service charge for each parcel of real property in the Residential Non-Tax Roll Billed Zone 1 Area should the proposed Ordinance be enacted, and the Report approved. 3. Maximum monthly rates for solid waste collection for Fiscal Year 2023-2024 in the Residen- tial Non-Tax Roll Billed Zone 1 Area are set forth below for residential properties. This maximum rate includes the Solid Waste Administration Fee which is charged on a per residential unit basis and will be continued at the current rate of $1.00 per residential unit per month. Residential Non-Tax Roll Billed Zone 1 – All Franchise Areas Monthly Fees: o Residential Service per unit* - American Refuse • Current Fee = $25.38 • Effective July 2023 = $27.82 o Residential Service per unit* - South Tulare-Richgrove Refuse • Current Fee = $26.15 • Effective July 2023 = $27.82 o Residential Service per unit* - Westside Waste Management • Current Fee = $25.54 • Effective July 2023 = $27.82 o Blue Cart Recycling per unit** • Current Fee = $7.79 • Effective July 2023 = $10.21 o Green Waste Service per unit** • Current Fee = $8.74 • Effective July 2023 = $11.28 *Charges shown include the Admin Fee of $1.00 per month per unit. **Recycling and Green waste service may not be available in voluntary locations. 4. Standardize all rates in Garbage Zone 1 for all haulers. 5. Eliminate the Recycling Surcharge since it has now been built into the base rates for re- cycling services. Any affected person may submit written protests to the Report. Written protests must be signed by the objecting party, indicate the subject property and be delivered to the Clerk of the Board of Supervisors prior to the conclusion of the public hearing. Upon the conclusion of the hearing, the Board of Supervisors may adopt, revise, change, reduce or modify any charge set forth in the Report filed by the Public Works Department or overrule any or all objections, and shall make its determination upon each charge as described in that Report. Should owners of either a majority of the separate parcels of real property or a majority of the separate parcels of residential real property described in the Report object to the Report, the Report will not be adopted and the charges for residential real property described in the Report will not be enacted and the rates will remain the same as the current fiscal year. The Public Works Department has considered the environmental impacts of this action and concluded that this action is exempt from further environmental review pursuant to California En- vironmental Quality Act Guidelines Section 15273 and Public Resources Code Section 21080(b) (8) because it is the establishment of operational rates and charges. Additionally, it has been determined that this action is exempt from further environmental review pursuant Guidelines Section 15061(b)(3) because it can be seen with a certainty that this action will not have a signi- ficant effect on the environment.
