This Ordinance will establish a schedule of service charges for residential property which will be collected along with the County's property taxes and will become a lien on the property, if unpaid. The Board of Supervisors will also consider a Report filed by the Public Works De- partment titled "Metropolitan Bakersfield Universal Collection Area and Schedule of Solid Waste Collection Charges for Fiscal Year 2023-2024." Issues and recommendations in the report in- clude the following: 1. Designate the use of each parcel of real property in the Metropolitan Bakersfield Universal Collection Area as residential or non-residential; 2. Describe the amount of the proposed service charge for each parcel of real property in the Metropolitan Bakersfield Universal Collection Area should the proposed Ordinance be enacted, and the Report approved; 3. Maximum annual rates for universal solid waste collection for Fiscal Year 2023-2024 in the Metropolitan Bakersfield Universal Collection Area will increase as per the following: Metro Bakersfield UCA Annual Fees: o Single Residence or Mobile home (per home)** • Current Fee = $324.12 • Effective July 2023 = $368.64 o Multi-Residences or Mobile homes (per home)** • Current Fee = $299.52 • Effective July 2023 = $368.64 o Apartments (2-4 units) (per apartment)** • Current Fee = 299.52 • Effective July 2023 = $368.64 o Apartments (5+ units) (per apartment)** • Current Fee = $324.12 • Effective July 2023 = $368.64 o Condominium (per condo)** • Current Fee = $270.36 • Effective July 2023 = $368.64 o Mobile home park (per mobile home)** • Current Fee = $270.36 • Effective July 2023 = $368.64 o All Expanded Areas per residential unit** • Current Fee = N/A • Effective July 2023 = $368.64 **Fees shown include the Admin Fee of $12.00 per unit per year Additionally, the Kern County Board of Supervisors (Board) may approve future rate ad- justments in the universal solid waste collection charges based on the prior fiscal year All Urban Consumers Index compiled and published by the Bureau of Labor Statistics for Garbage and Trash Collection (Series ID: CUUR0000SEHG02) without a protest hearing for five years. If, in any year, the rate adjustment approved by the Board is lower than the amount resulting from the application of the CPI, the difference may be carried over and applied by the Board to future rate adjustments. In the event the cited index is substantively changed or is no longer published, the Board will select a substantially similar index. Any affected person may submit written protests to the report. Written protests must be signed by the objecting party, indicate the subject property and be delivered to the Clerk of the Board of Supervisors prior to the conclusion of the public hearing. Upon the conclusion of the hearing, the Board of Supervisors may adopt, revise, change, reduce or modify any fee set forth in the Report filed by the Public Works Department or overrule any or all objections, and shall make its determination upon each fee as described in that Report. The Public Works Department has considered the environmental impacts of this action and concluded that this action is exempt from further environmental review pursuant to California En- vironmental Quality Act Guidelines Section 15273 and Public Resources Code Section 21080(b) (8) because it is the establishment of operational rates and charges. Additionally, it has been determined that this action is exempt from further environmental review pursuant Guidelines Section 15061(b)(3) because it can be seen with a certainty that this action will not have a signi- ficant effect on the environment. The Board of Supervisors will also consider a Report filed by the Public Works Department titled "Commercial Zone 2 Solid Waste Collection Charges for Fiscal Year 2023-2024". Issues and recommenda- tions in the report include the following: 1. Designate the use of each parcel of real property in Commercial Zone 2 area as commercial (non-residential). 2. Describe the amount of the proposed service charge for each parcel of real property in the Commercial Zone 2 area should the proposed Ordinance be enacted and the Report approved. 3. Maximum monthly rates for solid waste collection for Fiscal Year 2023-2024 in the Commer- cial Zone 2 area are to be set by container size as per Table A for commercial properties. The maximum rate also includes the Solid Waste Administration Fee which is charged per commer- cial unit per month based on provisions in County Ordinance and contracts with the individual haulers. The Solid Waste Administration Fee will be held constant at $1.00 per commercial unit per month (as defined in Kern County Ordinance Code Section 5.36.055). 4. The Kern County Board of Supervisors (Board) may approve future rate adjustments based on the prior fiscal year Consumer Price Index (CPI) for all Urban Consumers, Garbage and Trash Collection (Series ID: CUUR0000SEHG02) without a protest hearing for five years. Sobre la comunidad latina Mayra Álvarez que en un análisis federal se ha encontrado que los niños son susceptibles a perder la cobertura médica como resultado de no conocer bien el proceso administrativo y sus procesos, pero no porque no sean elegibles. "Las oficinas locales de Medi-Cal están ahí para ayudar al miembro de Medi- Cal a determinar su elegibilidad", dijo la analista asociada de programas gu- bernamentales, Departamento de Servicios de Atención Médica de California, María Romero Mora, explicó que los beneficiarios pueden contactar a personal de oficinas administrativas locales para que los apoyen en como deben respond- er de acuerdo a sus planes médicos y aprender a navegar en línea, lo más impor- tante es que las personas no pierdan su cobertura médica.
