Born in Canton, OH, she was the daughter of the late Veronica Armbrust Valley. Mrs. Collums is survived by one daughter, Grayson Armbrust of Blacksburg; two sons, Royce Collums and Kacie Spencer, both of Blacksburg; and her soul- mate, Chad Hawkins. In addition to her mother, she was preceded in death by her step-father, Jeff Valley. No services are planned at the present time. STEVEN RAY PHILBECK Steven Ray Philbeck, 61, of Grover, passed away on Thursday, March 3, 2022. Born in Cleveland County, on July 20, 1960, he was a son of the late Ernest Philbeck and Barbara Jo Turner Philbeck. In addition to his parents he is preceded in death by two brothers, Ricky Philbeck and Calvin Philbeck. He is survived by his wife, Lisa Philbeck; daugh- ter, Stephanie Philbeck; son, Wayne Ellis and wife, Christie; three grandchil- dren; brothers, Danny and Paul Philbeck; sisters Diane Branch and Debra Chippeaux; and one sister- in-law, Shirley Philbeck. Mr. Crotts was preceded in death by his wife, Dorothy JO ELAINE MAUNEY HAYNES Jo Elaine Mauney Haynes, age 85, of Bessemer City, passed away Wednesday, March 2, 2022. She was born April 23, 1936 in Gaston County to the late Coy and Alice Elizabeth Beam Mauney. In addition to her par- ents, she was preceded in death by her sister, Dorothy Bridges. Survivors include her hus- band, Hoyle Lester Haynes; sons, Harlan Haynes (Elizabeth LeGrande) and Vincent Haynes (Regina); siblings, Dalton Mauney (Lucille), Mary Lou Bridges Mauney (Dennis M.), Dennis E. John 3:16 On March 1, Governor Cooper signed Execu- tive Order No. 253 and announced masks would become optional at state agencies on Monday, March 7. However, agen- cies may continue to re- quire masks in high-risk settings. According to the press release, the decision was based on improving trends with COVID-19 and stated that masks would become optional in most state agencies and facilities beginning March 7. This coincides with updates to guidance from state health officials based on the emerging science and evidence to best protect North Carolinians. "COVID-19 levels are declining rapidly, and we have vaccinations, boost- ers, and effective treat- ments that are making this step possible," Governor Roy Cooper said. "This virus is still causing se- rious illness and death mostly in unvaccinated people and the best way to protect yourself is to get vaccinated and boosted." Under Executive Order No. 253, the Of- fice of State Human Re- sources has updated policies for face cover- ings for state govern- ment agencies that are part of the Governor's cabinet. Agency heads may require face cover- ings in settings that they determine to be high-ris k including long term care facilities, correctional fa- cilities, homeless shelters, and health care facilities, and federal regulations continue to require masks in certain facilities. Requirements remain in place that employ- ees who are not vacci- nated must be tested for COVID-19 at least once a week. Beginning March 7, employees may use at- home rapid antigen tests to meet the testing re- quirements in addition to PCR tests.
