Pre-Bid Conference A pre-bid conference will be held at 10:00 A.M., local time, on November 24, 2021 at the City of Petersburg City Hall located at 704 East Main Street, Petersburg, Indiana 47567. Attendance at the pre-bid conference is highly encouraged but is not mandatory. All prime contractors, subcontractors, small minority, or women owned enterprises and other interested parties are invited to attend. Instructions to Bidders For all further requirements regarding bid submittal, qualification, procedures, and contract award, refer to the Instructions to Bidders that are included in the Bidding Documents. Bid security shall be furnished in accordance with the Instructions to Bidders. Bidders shall submit proof of qualifications to perform the Work as described in the Instructions to Bidders. American Iron and Steel Section 746 of Title VII of the Consolidated Appropriations Act of 2017 (Division A–Agriculture, Rural Development, Food and Drug Administration, and Related Agencies Appropriations Act, 2017) and subsequent statutes mandating domestic preference applies an American Iron and Steel requirement to this project. All listed iron and steel products used in this project must be produced in the United States. e term "iron and steel products" means the following products made primarily of iron or steel: lined or unlined pipes and fittings, manhole covers and other municipal castings, hydrants, tanks, flanges, pipe clamps and restraints, valves, structural steel, reinforced precast concrete, and construction materials. e deminimis and minor components waiver apply to this contract. All iron and steel products used in this project must be produced in the United States. Bonding Requirements Approved performance and payment bonds guaranteeing faithful and proper performance of the work and materials, to be executed by an acceptable surety company, will be required of the Contractor at the time of contract execution. e bonds will be in amount of 100% of the Contract Price and must be in full force and effect for a period of twelve (12) months from the date of acceptance and final payment for the work. Each proposal must be enclosed in a sealed envelope bearing the title of the Project and the name and address of the Bidder. All proposals must be submitted on the proposal forms as identified in the Contract Documents and Drawings. Each proposal shall be accompanied by a certified check or acceptable bidder's bond made payable to OWNER, in a sum of not less than five percent (5%) of the total amount of the highest aggregate proposal, which check or bond will be held by OWNER as evidence that the bidder will, if awarded the Contract, enter into the same with OWNER upon notification from him to do so within ten (10) days of said notification.
