RUTHLEAN HILL Ruthlean Hill, 74, of Winslow, passed away on Wednesday, April 8, 2020, at 8:45 p.m. at her home in Winslow. She was born November 13, 1945, in Huntingburg, to Jay and Vivian (Evans) Nolan. She married John Wayne Hill on January 9, 1963 in Velpen. She was a member of Liv- ing Faith Church in Peters- burg. She enjoyed taking care of her grandchildren, fishing and traveling. She was preceded in death by her parents; three sons, Jeffrey Wayne Hill, in 1964, John Wayne Hill, Jr., in 1967, and Michael Keith Hill, in 2005; and two sis- ters, Yvonne Brown and Rhonda Lynn Carver. She is survived by her hus- band, John Hill; a daughter, Tamara (Eddie, Jr.) Tisdale, of Petersburg; one brother, Keith ( Valerie) Nolan, of Otwell; two grandchildren, Brandi Saunders and Justin Lee; and seven great-grand- children. Private graveside ser- vices were on Tuesday, April 14, 2020, at Walnut Grove Cemetery in Velpen, with Pastor Don Priest officiat- ing. Fern Steffe, 79, of Jas- per, passed away at 6:20 p.m. on Thursday, April 9, 2020, in Brookside Village in Jas- per. She was born in Alfords- ville, on July 19, 1940, to John and Avis (Cocheran) Burris. She married Thom- as Steffe on May 22, 2008, in St. Joseph's Catholic Church in Jasper. She was a member of Re- demption Christian Church in Jasper, and the Women of the Jasper Moose, where she was past president. She worked at Indiana Desk for over 15 years. She enjoyed gardening, canning, square dancing, pontooning, and spending time with family and friends. Surviving are her hus- band, Thomas Steffe, of Jas- per; four children, Connie Bough, of Poplar Grove, Ill., Gloria (Doug) Nordhoff, of Jasper, Janet Jones, of Jas- per, Tony (Debbie) Osgath- arp, of Woodstock, Ill.; three stepsons, Doug (Becky) Steffe, of Sharp Chapel, Tenn., and Ron (Carol) Stef- fe and Dave (Gayla) Steffe, both of Jasper; five grand- children; four step-grand- children; eight great-grand- children; one step-great- grandson; and one stepsis- ter, Brenda (Bob) Bateman, of Washington. Preceding her in death are one sister, Clara Marie Halbert; and one brother, Norman Burris. Private funeral services will be at Becher-Kluesner Funeral Home in Jasper, with burial to follow at a lat- er date in Vincent Christian Church Cemetery in Otwell. Dearing, 94, of Evansville, passed away at 11:30 a.m. on Tuesday, April 7, 2020, at Deaconess Gate- way Hospital in Newburgh. He was born February 25, 1926, in Pike County, to Leo and Louise (Lewis) Dearing. He served in the United States Army and was a vet- eran of the Korean War. He is survived by seven nephews; and a niece. He was preceded in death by his parents; and siblings. Private interment will take place at Walnut Grove Cemetery in Velpen. Dear Rusty: What is the Medicare monthly payment based on? I pay $139.60, my husband pays $144.60, a friend pays $136.60. I re- ceive $ 388 per month in Social Secu- rity, my hus- band receives $1,200, and my friend re- ceives $1,000 per month. There seems to be no rhyme or reason for the amount we pay. Signed: Curious to Know. Dear Curious: It may not seem so, but there is actual- ly "rhyme or reason" to the amount of everyone's Medi- care premium. I'll try to ex- plain. Each year Medicare de- termines a standard premi- um amount for Part B – cov- erage for doctors and oth- er outpatient services. For 2020, the standard premi- um is $144.60 ; last year it was $135.50. Higher earn- ers may even pay more, as a supplemental amount is added to the base Part B premium if someone's in- come exceeds certain high clip levels set by Medicare. In short, those with high income pay a higher (than standard) Medicare premi- um. The rest of us pay the base $144.60 amount, un- less the "hold harmless" provision is in play. The "hold harmless" pro- vision is a law passed by Congress to prevent Social Security benefit payments from decreas- ing as a result of an increase in the Medicare premium (most Medicare premi- ums are deduct- ed from Social Security benefit payments). The disparity in pre- miums you refer to results from the hold harm- less provision, which also permits all or part of a So- cial Security cost of living adjustment (COL A) to be applied to your Medicare premium increase, instead of going to you. Here's what can happen: If the Medicare premi- um goes up in any year, some (or all) of your annu- al Social Security COL A in- crease can be used to pay for your monthly Medicare premium increase. But, if the COL A increase to your SS benefit isn't big enough to cover the entire Medicare premium increase, your net SS benefit stays the same and your Medicare premi- um amount becomes what- ever level your COL A in- crease brings it to (up to the base premium for that year). That means that your Medi- care premium could be low- er than the standard Medi- care Part B premium for the year. Since the dollar value of a COL A increase varies ac- cording to the size of your Social Security benefit, those with a higher bene- fit may receive a COL A in- crease which more than cov- ers the Medicare premium increase and the remain- der is given as additional SS benefit. But those with a lower SS benefit will get a smaller COL A, which may not be enough to cover the increase in the Medicare premium. In that event, the Social Security benefit stays the same and the COL A is used to bring the Medicare premium up to, or closer to, the base premium amount. If the COL A doesn't cover the entire Medicare premi- um increase, the premium stays at a lower-than-base number. And this recurs every year, which results in many people, especial- ly those with a smaller SS benefit amount, paying a dif- ferent (smaller than base) Medicare premium amount. Here's an example: If your husband's SS bene- fit is $1,200/month, he got a $19.20 COL A increase for 2020 (1.6 percent). The Medicare premium for 2020 went up by $ 9.10, which was taken from his COL A increase. The remaining $10.10 of his COL A increase was added to his SS benefit amount. If your benefit is $ 388 your COL A increase was $ 6.20 (1.6 percent). That $ 6.20 COL A wasn't enough to cover the $ 9.10 Medicare premium increase, but it was applied to your previous Medicare premium amount to bring you to a Medicare premium of $139.60. Your net SS payment stayed the same because your current SS benefit cannot be used to pay for the rest of the premium increase. But $5 of any COL A increase you get next year will go toward bringing you up to the base Medicare premium amount. While this may not fit your idea of "rhyme or reason" it is, nevertheless, based up- on a well-intentioned "hold harmless" rule which pro- tects your Social Security benefit from decreasing.
