No. 1383291 Replacement of Pike County Bridge #297, Des. No. 1383292 Pike County, Indiana will hold a public hearing on Wednesday, December 5, 2018, with a presentation starting at 6:00 p.m. at the Pike County Commissioners' Office, 801 E Main Street, Petersburg, IN 47567. is meeting will be rescheduled to Tuesday, December 11, 2018 at the same location and time listed above if hazardous winter weather conditions arise. Stone, Environmental Services Department Manager, DLZ Indiana, LLC, 574-236-4400 to find out whether the meeting will be held or rescheduled. e purpose of the public hearing is to offer all interested persons an opportunity to comment on current design plans for two proposed Pike County bridge replacement projects. e first project involves replacement of Pike County Bridge #150 which carries CR 650E over the Patoka River (Des. No. 1383291). e second project involves replacement of Pike County Bridge #297 which carries a closed portion of Water Street (Old SR 56) over Pride's Creek in Petersburg, Indiana. e doors will be open at 5:30 p.m. in order to view displays and talk to the representatives prior to the start of the hearing. Des. No. 1383291: Bridge #150, also identified as Indiana Bridge No. 63-00150, (National Bridge Inventory (NBI) No. 6300101), is a single span "Bowstring" pony truss bridge constructed by the Smith Bridge Company in 1876. e bridge is significant because it is the only surviving example of the Smith Bridge Company's "Open Arch" Bridge design in Indiana. e bridge is eligible for listing in the National Register of Historic Places (NRHP) under Criterion C for its engineering significance. e bridge is listed as a "Select" bridge on the INDOT Historic Bridge Inventory (Mead and Hunt 2009) and was processed under the Historic Bridge Programmatic Agreement (HBPA) for the Management and Preservation of Indiana's Historic Bridges. Following the "Standard Treatment Approach for Historic Bridges" from the HBPA, the preferred alternative is to replace Bridge #150 with a new structure and relocation/ rehabilitation of Bridge 150. e rehabilitation of Bridge #150 will follow the Secretary of Interior's Standards for Rehabilitation. e proposed new bridge at CR 650E over the Patoka River is a single span composite prestressed concrete 42- inch x49-inch Bulb Tee Beam Bridge with a span of approximately 107 feet. e project limits will extend from approximately 350 feet south of the bridge to the south side of the railroad tracks located just north of the bridge. e intent of the project is to conform to INDOT 3R standards for a bridge on a rural minor collector with a design speed of 55 mph. e proposed bridge cross section is anticipated to consist of two 10-foot lanes with 2-foot shoulders for a clear bridge roadway width of 24 feet. e project includes a minor amount of approach roadway reconstruction and widening north and south of the bridge. is project will require acquisition of approximately 0.367 acre of land for right of way purposes, consisting of approximately 0.204 acre as new permanent right of way, approximately 0.045 acre as temporary right of way and 0.118 acre as reacquisition of CR 650E right of way. Bridge 150 will be closed during construction and traffic will be detoured along the following roadways: SR 364; CR 350E; Oak Street; Union Street; Collins Street; SR 475E; Bruster Branch Road; and, CR 200S; however, local roads may be used by local traffic. Access to all drives within the construction area shall be maintained and emergency services and school corporations would be contacted prior to the reduction and/or closure of travel lanes. Des. No. 1383292 Bridge #297 (Indiana Bridge No. 63-00297, NBI No. 6300179) is located approximately 115 feet northwest of the Main Street (SR 56/SR 57) bridge over Pride's Creek in Petersburg, Indiana. Bridge #297 is a single span, steel through girder structure identified as a historic bridge in INDOT's Indiana Historic Bridge Inventory. is type of steel through girder bridge represents less than 1% of the bridges built in the state between 1897 and 1965. e bridge is eligible for listing in the NRHP under Criterion C for its high degree of engineering integrity and as a rare surviving example of steel through girder plate bridge design. Bridge 297 was not assigned a rating of Select or Non-select because it is located on a closed section of roadway. Bridge #297 is afforded protection under Section 4(f ) of the USDOT Act as a historic site that is eligible for listing on the NRHP. e Section 4(f ) statute places restrictions on the use of land from historic sites for highway improvements but makes no mention of historic bridges or highways that are already serving as transportation facilities. FHWA therefore, determined that Section 4(f ) will only apply when a historic bridge is demolished, or if the historic quality for which the facility was determined eligible for the NRHP is substantially affected by the proposed improvements. e bridge was processed under the Programmatic Section 4(f ) Evaluation and Approval for FHWA Projects that Necessitate the Use of Historic Bridges. e Programmatic Section 4(f ) Evaluation culminated in selection of a preferred alternative involving removal and replacement of Bridge #297. Rehabilitated Bridge #150 will be placed in the current location of Bridge #297 where is will serve as a new pedestrian crossing of Pride's Creek along the City of Petersburg's Five-Mile Improved Trail. is project will not require acquisition of land for right of way purposes. e project is located along a closed section of roadway; therefore, maintenance of traffic is not applicable. Access to all abutting properties will be maintained during construction. Section 106 of the National Historic Preservation Act (NHPA) requires Federal agencies to take into account the effects of their undertakings on historic properties. e proposed Bridge #150 project does not involve any properties eligible for the National Register aside from the subject bridge. is project will result in "No Historic Properties Affected" under Section 106. e proposed Bridge #297 project does not involve any properties eligible for the National Register aside from the subject bridge. is project will result in "Adverse Effect" under Section 106. In accordance with the NHPA, the views of the public are being sought regarding the effect of the proposed projects on the historic elements as per 36 CFR 800.2(d), 800.3(e) and 800.6(a)(4). e public hearing serves as the opportunity for the public to comment on both the Categorical Exclusion (CE) environmental documents and the 800.11(e) documentation for Section 106. All verbal statements recorded during the public hearing and all written comments submitted prior to, during and for a period of two (2) weeks following the hearing date, will be evaluated, considered and addressed in subsequent environmental documentation.
