By Ed Cahill The Pike County Public Library Board of Trustees voted Tuesday, May 10, to close the Otwell and Win- slow branches on alternat- ing Saturdays. According to library di- rector Bart Stinson, the Ot- well branch will be closed on the first and third Satur- days of each month, while the Winslow branch will be closed on the second and fourth Saturdays of each month. Both branches, howev- er, will be closed whenever there is a fifth Saturday in a month. The board voted unani- mously to make the move following a motion by board treasurer Robin Whal- ey, which was seconded by board member Donna Poehlein. Also voting aye were board president Frank Ropp and board vice-presi- dent Phil Elkins. (Also present was a fifth board member, Katie Hart- ley, who had been appointed by the Pike County School Corporation's Board of Trustees on Monday, May 9, to fill the unexpired term of Shirley Van Meter – who submitted her resignation in April. However, Hartley was not permitted to participate in the meeting.) "Katie is here as a new board member in a viewing capacity only at this time, because the paperwork has not been completed and filed," Ropp reported. The seven-member li- brary board currently has two vacancies following the resignations of Jim Dicker- son, one of two members ap- pointed by the Pike County Council, and Sandy Ficklin, one of three members ap- pointed by the Pike County School Corporation's Board of Trustees.) During last week's meet- ing, Stinson informed the li- brary board that the resig- nation of Tyler Fox – one of two part-time temporary on- call clerks – had made it dif- ficult to continue to comply with the board's policy that requires that two clerks be present at each library at all times. "With Tyler gone and the two-clerk policy, it's kind of stressed the staff," Stin- son reported. "The staff has been very cooperative and have gone out of their way to help make it work. But, in the long run, you're probably going to need to make a de- cision about either staffing it or alternating the days at the branches." Currently, Stinson not- ed, the other part-time tem- porary on-call clerk, Aaron Meyer, was covering one of the positions at the branch li- braries on Saturdays. "Aaron can do one of them," Stinson said. "He can do Winslow, or he can do Otwell, but he can't do them both." "What you're saying is there's a shortage on Satur- day, at each branch, and he can only cover one," Ropp said. "So then there's a prob- lem working it out with the staff? " "The staff has been re- al cooperative, so I'd hate to describe it as a problem, because they've really gone out of their way to make it work," Stinson replied. "But we're pulling people in to work on Saturdays that kind of feel like they've already put their week in, and, even- tually, I think they're not go- ing to be as cheerful." According to patron counts for both branches for five Saturdays in April, a total of 55 people – ranging from five to 26 – visited the Otwell branch, or an average of 11 per week, while a total of 50 people – ranging from two to 16 – visited the Win- slow branch, an average of 10 people per week. "Looking at these papers on Saturdays, both Win- slow and Otwell are fairly the same as far as the num- ber of patrons coming in," Elkins said. "So, you know, if we approved every other Saturday at these places, or a half a day Friday and Sat- urday ..." "Currently, they're do- ing five-hour days at each of them on Saturdays," Stin- son said. "So with Aaron being able to cover both libraries then, one would have to be closed on Saturday and alternate that the other one be closed on Saturday then? " Ropp asked. "You're saying that Winslow might be open on the first Saturday and Otwell closed on the first Saturday, and alternate? " "Right," Stinson replied. Head clerk Dana Hughes spoke in support of alternat- ing Saturdays at the Otwell and Winslow branches. "If we had the branches only open two Saturdays a month, then (the Otwell li- brary staff ) both can work those two Saturdays and (the Winslow library staff ) could both work their Sat- urdays," Hughes said. "That way, they wouldn't be los- ing any hours either. If we would, like, stagger, and do the first and third Saturday for Otwell or vice versa, and the second and fourth for Winslow, that way, there's a branch other than ours open on those days." Whaley asked if closing both branch libraries a half day on Fridays would be an option. "I don't want to cut any- body's hours either, but I know with what we've got coming down, with our new budget, that's going to be in effect, we've got the assess- ments coming in and it's not pretty," Whaley said. "I'd hate to shut down a library because I'm afraid we're go- ing to lose some people. But if we keep it open a half day Friday and a half day Satur- day, that might cover it." "I think it would be less confusing for patrons to be able to know that, okay, these are the Saturdays that they're open, rather than, 'What time do they close? '" Hughes said. "If they need to drop things off, they can always put them in the drop, and if it was due that day and those branches were closed, we would make sure that they wouldn't be charged for it." "So what you're saying is that they could be closed every other Saturday, then, and this work out? " Ropp asked. "I would think so," Hughes replied. In other business, Stinson announced that Pike Coun- ty Auditor Ron Wilson had told him that the Pike Coun- ty Council "prefers" that the library board recommend a candidate for appointment to replace Dickerson. "The Auditor said the Council wants to avoid the kind of contention that en- sued after a previous inter- im director provided a list of candidates to the Council near the end of an incum- bent Board member's first term in 2014," Stinson wrote in a document presented to the board. "Okay," Ropp said. "So what's the board's pleasure? What's your thoughts? " "I'd say let us think about it," Whaley replied. "Personally, I think the council should do that in- stead of us," Elkins said. Sisson Steel created the steel topiaries to support the man- devillas. The Garden Club encourages all who are planning on planting flowers this year to remember the Bicentennial by using blue and yel- low flowers.
