Daniel S. Tomson, Plaintiff's Attorney Feiwell & Hannoy PC, Attorney Law Firm 317-237-2727 (December 11, 18, 25, 2013) hspaxlp Public Comment Invited on the Use of Haying on Patoka River National Wildlife Refuge The U.S. Fish and Wildlife Service (FWS) is seeking public comment on a draft Compatibility Determination outlining the use of haying as a management tool to enhance and restore wetland and grassland habitats on Patoka River National Wildlife Refuge (NWR). The National Wildlife Refuge Improvement Act of 1997 requires that before permitting new or expanded uses on a refuge, the use must be determined to be compatible with the purposes of the refuge. Compatible means that a use will not materially interfere with, or detract from, the fulfillment of the Refuge System mission or the refuge's purposes. The National Wildlife Refuge System has determined that habitat management practices are compatible on refuge lands. However, since haying is an economic use, it is subject to the compatibility review process which includes a public comment period. Compatibility determinations must be updated every 10-15 years or when the use changes in any way. Haying has been used as a management tool to provide long term habitat improvements to grassland and wetland habitats on federal lands for many years. Haying can be used to remove undesirable or invasive grasses or forbs, remove accumulated plant biomass, remove or reduce woody vegetation, create firebreaks and reduce vegetation fuel levels where wildfires are a concern, such as near urban areas, or to prepare sites for establishment of desired vegetation. The refuge staff would use haying in site specific areas primarily to reduce undesirable or invasive cool season grasses and to promote growth of native warm season grasses. Haying would also be used to create and maintain fire breaks within the refuge and its boundaries to continue to protect urban areas from wildfires. Copies of the draft Compatibility Determination can be obtained by calling 812-749-3199 or by emailing Heath_Hamilton@fws.gov. Written comments on the Compatibility Determination will be accepted through January 10th, 2014. Written comments should be submitted to Refuge Manager, 510 ½ W. Morton St., Oakland City, IN 47660; fax: 812-749-3059; or by email: Bill_ Mccoy@fws.gov. (December 18, 25, 2013) hspaxlp
