Announces Funding Opportunity Smart Start Leap Years Program The Cleveland County Partnership for Children, Inc. the local non-profi t agency administering early childhood initiatives in Cleveland County including Smart Start, NC Pre-K, Dolly Parton's Imagination Library, and Early Head Start - Child Care Partnerships program, is accepting sealed proposals for entities interested in serving as the administering agency for the new Smart Start Leap Years Program. The Smart Start Leap Years Program will provide preschool classroom services to eligible three year olds in Cleveland County. The Cleveland County Partnership for Children serves as the local administrator for the North Carolina Smart Start Initia- tive. Smart Start funds will provide high quality classroom learn i ng experiences for eligible three year old children. Leap Year classrooms may be located in a variety of settings, including private child care facilities and family child care homes located throughout Cleveland County which meet required standards. Priority will be given to child care programs located in low wealth/high need areas and currently underserved communities of Cleveland County. This funding opportunity is NOT for Leap Year CLASSROOMS at various sites to serve three year old children, but is to serve as the agency ADMINIS- TERING the Leap Years Program. Administering Agency responsibilities will include, but are not limited to: Developing policies and procedures for program implementation in compliance with all Smart Start requirements Developing child and site applications and application procedures to ensure eligibility and compliance with both the Contract Activity Description and Smart Start requirements Developing and implementing policies and procedures to rank eligible children by requirements and risk factors for placement in classrooms Developing and implementing policies and procedures for obtaining Child Care Partner Facilities/Family Child Care Homes in compliance with Open Meetings Law, Smart Start Procurement Procedures, and other State and Federal related require- ments Developing and implementing policies and procedures to ensure classroom teachers hold at minimum a CDA or its equivalent at all times Developing and implementing policies and procedures to ensure Individualized lesson plans for each child remain current and are based on established goals Developing and implementing policies and procedures to ensure use of approved curriculum, on-going learning and assessment Developing and implementing policies and procedures to collect, maintain and track participant children's educational, health, disability and other assessment data during the program year for future use by CCPFC Developing and implementing policies and procedures to ensure on-going technical assistance and monitoring services of each site and classroom with the goal of quality improvement are provided by administering agency Developing and implementing policies and procedures to ensure on-going teacher and director program training and professional development services with the goal of quality improvement are provided by administering agency Developing and implementing policies and procedures to ensure on-going site, classroom and program evaluation is performed to determine the effectiveness of the delivery of program services In order to compete to serve as Administrating Agency for the Smart Start Leap Years Program, potential offerors must participate in a Smart Start Leap Years Program Bidders Conference. The Cleveland County Partnership for Chil- dren will hold this Bidders' Conference on Thursday, May 11, 2023 at 1:OOpm. The Bidders' Conference will be held in person at the Cleveland County Partnership for Children, Inc., 1205 Northside Drive, Shelby, NC. 28150. You must contact the Cleveland County Partnership for Children offi ce (by email to tina.dellinger@ccpartnershipforchildren.com no later than Tuesday, May 9, 2023) confi rming your intent to attend the Bidders Conference in order that a Procurement Packet can be prepared for you. Procurement Manuals and Application packets will be made available ONLY to those who attend the Bidders' Confer- ence. Failure to attend the Bidders' Conference as scheduled will result in being ineligible to participate in the 2024 - 2027 bidding process to administer this activity. Assistance in completing application packets will be available by appointment. The completed application packet must be submitted to the Cleveland County Partnership for Children, 1205 Northside Drive, Shelby, NC 28150 in both hard copy and electronic fi le, and must be received no later than noon on Wednesday, May 17, 2023. No faxed or emailed packages will be accepted. Application packages that are incomplete when received will not be considered. The Cleveland County Partnership for Children reserves the right to accept or reject any and all proposals or to waive any informality in proposals. The theme this year is "Pray fervently in righteous- ness and avail much," based on James 5:16b). Mayor Scott Neisler will call the community to a season of prayer fol- lowed with the Pledge of Allegiance to the United States flag, the National Anthem, other special music, and then a time of prayer for our community and our nation.
