Code ch. 8-1-40.5 for a securitization financing order and the authority for a financing subsidiary to issue securitization bonds for the recovery of qualified costs related to its retirement of the A.B. Brown Units 1 & 2 coal-fired electric generation plants ("Brown Units 1 & 2"). Specifically, CEI South is requesting approval to (1) issue securitization bonds, (2) collect securitization charges, and (3) encumber securitization property with a lien and security interest. e estimated total amount of the securitization bonds requested is $350,125,000. e estimated securitization charges are $359,397,933, which will be collected from all customers over a period of 15 years through a non-bypassable Securitization Coal Plant (SCP) charge. CEI South is also requesting approval to remove the Brown Units 1 & 2 costs from customer rates, which will be returned to customers through a temporary Securitization Rate Reduction (SRR) credit, that will remain in effect until CEI South files its next base rates case. In addition, the removal of Brown Units 1 & 2 from CEI South's rate base results in an accumulated deferred income tax ("ADIT") benefit, which will be returned to customers though a Securitization ADIT Credit (SAC). e estimated net monthly impact on customer rates by customer class of the SCP charge, SRR credit, and SAC are listed in the table below.
