(January 19, 26, February 2, 9, 2022) hspaxlp STATE OF INDIANA SS: IN THE PIKE COUNTY OF PIKE CIRCUIT COURT 2022 TERM CAUSE NUMBER: 63C01-7206-MI-04285 IN THE MATTER OF THE PRIDES CREEK CONSERVANCY DISTRICT PIKE COUNTY, INDIANA ANNUAL REPORT OF THE BOARD OF DIRECTORS OF PRIDES CREEK CONSERVANCY DISTRICT, PIKE COUNTY, INDIANA e Board of Directors of PRIDES CREEK CONSERVANCY DISTRICT, Pike County, Indiana, by way of annual report to the Pike Circuit Court for the year January 1, 2021, to and including December 31, 2021, respectfully shows the following; to-wit: (1) ELECTION AND MEETINGS. at pursuant to order of this court, the Board of Directors did publish a legal notice on October 29, 2020 in a newspaper of general circulation in Pike County, Indiana, (being the only county in which the District is located) announcing that the annual meeting of the Prides Creek Conservancy District would be held in the District's office at 1035 E Co Rd 400 N, Petersburg, Indiana, at 6:00 P.M., (EST) on Wednesday, January 20, 2021; and an invitation to fill the vacancy on the Board of Directors (being District Area Number One (1) all property in the Conservancy District lying West of Indiana State Highway No. 61, North of Indiana State Highway No. 57 and North of Indiana State Highway No. 56); said vacancy to be created by the expiration of the term of Richard Wallace on the 31st day of December, 2020. at the annual meeting of the Prides Creek Conservancy District was then held at the stated time and place; by unanimous vote Calvin Biddle was elected as the director for District Area Number One (1) and will serve from January 1, 2021 to December 31, 2024. Immediately thereaer, the Conservancy Board re- convened and held its annual reorganization meeting. Dennis Eversoll was elected Chairman of the Board, Ronald Wilson was elected Vice-chairman, and Karen Elgin was re-appointed Financial Clerk. e Conservancy District filed their annual report with the Pike County Circuit Court and the Press- Dispatch in January as required. e meetings of the Board of Directors as pursuant to written call of the Chairman of the Board were held as required by the law; the Annual Meeting and Election was held January 20, 2021 at the Conservancy District's office located at 1035 E Co Rd 400 N, Petersburg Indiana; Special Meeting was held March 16, 2021; the Conservancy District coordinated with the City of Petersburg for location of a "Welcome to Petersburg" sign along Highway 61; Second Quarterly Meeting was held June 23, 2021; maintenance was completed on one WASCOB on the Tegemeyer property adjacent to Prides Creek Park; mowing project was completed along the Prides Creek Channel; Karen Elgin attended the Department of Local Government Finance's budget workshop which was held virtually due to Covid-19 restrictions; David Holmes was appointed to complete the term of Ron Like; ird Quarterly Meeting was held September 30, 2021 for public hearing on the 2022 proposed budget and tax resolution; Waterway maintenance and culvert replacement were completed on the waterway from County Road 400 N to below Prides Creek Dam. Rip rap was placed around the tile outlet and 100 feet of damaged tile replaced with new plastic pipe; biennial inspection was completed on the Prides Creek Dam October 7, 2021; Fourth Quarterly Meeting was held October 11, 2021 for adoption of the 2022 budget and tax resolution, which was submitted through Gateway as required; second mowing project was completed along the Prides Creek Channel; a legal notice was placed in the October 28, 2021 issue of the Press Dispatch for nominations for the 2022 Annual Meeting Election of one Director with nominations due December 1, 2021; Wetlands review was completed for the Eastwood project, easements signed and submitted to the U.S. Army Corp of Engineers for the permit process; A preliminary jurisdictional determination was completed on November 2, 2021 for 553 linear feet of intermittent stream in the Eastwood subdivision, Petersburg for maintenance by the U.S. Army Corp of Engineers; this project is considered "Waters of the U.S."; a channel maintenance project for 800 feet on the Hoke property, which is slope stabilization with rip rap and vegetative plantings and one channel riffle for grade stabilization was approved by the U.S. Army Corp of Engineers on July 29, 2021 for Section 404 of the Clean Water Act and Section 10 of the Rivers and Harbors Acts of 1899, "Waters of the U.S."; the Indiana Department of Environmental Management, Section 401 approval was granted for this project on June 16, 2021; Indiana Department of Natural Resources, Division of Water certificate of Approval Permit for construction of this project was awarded on December 31, 2021; the Annual Meeting and Election is scheduled to be held on January 19, 2022 at the Prides Creek Conservancy District's office at 1035 E Co Rd 400 N, Petersburg, Indiana. (2) BUDGET. e Board of Directors proposed and submitted their budget, for the calendar year 2022, through Gateway as required following adoption by the Board on October 11, 2021. 1782 Notice approving the 2022 budget was received from the Department of Local Government Finance. During the course of this meeting, ending at 8:00 p.m., votes will be received for the election of Directors for the District for three (3) year terms.
