Winslow approves youth basketball league location, new water meter system By Andy Heuring Winslow agreed to allow a youth basketball league to call the Community Center their home and voted to purchase a new water meter system during their two hour meet- ing Monday night. Trent Whitehead ap- proached the town council about using the Winslow Com- munity Center gymnasium twice-weekly to have a place for kids to "come and work on their skills. I will be there ev- ery time," said Whitehead. He envisions starting with third, fourth and fifth grade kids twice a week for about 90 minutes. "You can't go much longer than that with young kids," said Whitehead. "I have searched for a place like a Community Center to have this for kids of Pike County," said Whitehead. He said has no affiliation to the school. He said the schools gyms are all controlled by a comput- er system and you have to get permission to get in and they have to get someone to go and turn on the lights. "You can't just go in and turn on the light and start playing, It is harder than pulling teeth to get it all worked out," said Whitehead. Council President Josh Popp said he was thinking about $400 a month, which would be $50 a session for eight times a month. Whitehead said didn't have any idea how many kids would take part. He said he was thinking about $5 a session for the kids. He explained the only reason for the money was because if there was money in- volved the kids would be more committed and have better at- tendance. He said he was planning on March through September. Councilman Dick Brewster warned the gym might not be air-conditioned this summer because the A/C unit was "ka- put." Whitehead said it didn't matter. Brewster suggested they don't charge a fee the first month. Eventually Whitehead and the council agreed if White- head would clean up the floor and bleachers, he could have the month of March for free and then in May or June they would have a better idea of what his numbers would be and they could work out an equitable fee. Whitehead said he had al- ready bought wheels and batteries for the gym's floor cleaner. "I'm not going to make any- thing out of this. I'm just try- ing to do this for the kids so they can have a place to play and get better." He said sever- al Pike Central coaches were willing to help him with the program. Whitehead agreed to have insurance, and also said he would be flexible with the ses- sions. If the gym was needed for he could move the basket- ball session to another night that week. In other business, the coun- cil voted 3-0 to purchase an $ 8,000 software package and 12 new water meters that transmit a signal to a respond- er. This allows a worker to get the meter reading from the street instead of opening the well to take a reading manu- ally. Winslow has about 375 ac- tive meters. It is estimated to cost about $120,000 to purchase all new wells and the software to op- erate them. Councilman Josh Popp has been pushing for new meters for several months. He and other councilmen all agreed they needed to get new me- ters because as meters get older they start reading slow- er. Consequently they meter less water than is actually be- ing used. Brewster said most of the meters are about 25 years old. The new meters will have an expected lifespan of about 15 years. Popp said he also wanted to pay BakerTilley $7,200 to do a rate study and water loss au- dit. Brewster said he was against both of these mea- sures. Brewster, an accoun- tant, said the council could compile all the information BakerTilley would and they didn't need to pay them to do it. Popp said if they could, why hadn't it been done. Eventually they compro- mised and agreed to purchase 12 of the meters to see how they work with the idea of con- tinuing to purchase more me- ters if they like how it worked. Brewster expressed con- cern about the new meters working in meter wells that are filled with water. He al- so wanted to make sure they could use sewer funds to help with the purchase. Gary McCandless, who is contracted by Winslow as a water operator, said they could because the water me- ters readings are also used for charging sewer bills. The council also voted to hire a part-time deputy clerk. The next Winslow Coun- cil meeting is scheduled for 6 p.m. Monday, March 8.
