Chad, son of the late Ho- mer Searls and Barbara Dew, and Valerie Lamar, daugh- ter of Loyace and Vicky La- mar, were married on Au- gust 12, 1995, at the Twin Oaks Church in Petersburg by Rev. With This Ring... Popp said that they needed to act on this now or the mon- ey would be lost. Brewster in- sisted that he needed to talk to someone who has the system and Popp said there wasn't time to delay it, and that other systems installed elsewhere wouldn't be the same size and same equipment. Popp said that he had met with the company three times and saw a great benefit for the town. Brewster said, "I don't give a darn how many meetings you've been to," and that he didn't want to spend the mon- ey without consulting with a town that is using the system. Council vice-president Deb- ra Lamb told Brewster she couldn't vote for it, but that she believed it was something the town needed and would bene- fit from, as did clerk-treasur- er Stacy McCandless. Brew- ster told Lamb that they can disagree on voting, but that she should vote for it if she wants it and it would not both- er him. Popp said if the spend- ing measure wasn't approved at this meeting, he was done. The council then passed the measure 2-1. COMMUNITY CENTER PROJECT A phone connection was used so Jenny Mathias, of Re- gion 15 Planning, could inform the council about the ongoing Winslow Community Center project. She advised the coun- cil that the project proposals are on hold now at least until 2021 due to the coronavirus. She said the project funding would still be the same, and that the council could still set up interviews and select con- tractors, and had a window of 18 months. Popp, Lamb and Brewster were in agreement on setting up interviews and continuing as before with the project. WATER METER REPLACEMENT The council approved pur- chasing Neptune water me- ters from Utility Supply Com- pany because of price and the fact the company allowed the town to buy at their conve- nience rather than a complete retirement of all the old water meters. There was also a dis- cussion concerning the state rules for shutting off water during the coronavirus pan- demic. VEHICLE AUCTION Popp told the council that the DNR truck had to come off the end of life list for the auc- tion and that the others, such as the bucket truck, fire truck and Ford 8N tractor, should be researched to get values for minimum bids. The council was in agreement to look in- to exploring values on the ve- hicles and setting minimum bids. They also considered computers and other surplus equipment that could be in the same auction. FIRE DEPARTMENT NEWS There was no one from the public in the meeting, other than media and Rick Mathi- as, the Winslow Fire Depart- ment Chief. He reported that they were cancelling the EMT school and using the same fee of $1,000 to have two fire de- partment members attend EMR training in Blooming- ton. Mathias said that he had IBFA cards for 14 fire depart- ment members, which cost $280. Mathias said there would be a reimbursement if the train- ing was not completed and that the EMR certification could not be used elsewhere for a three-year period. Brew- ster moved to accept the ex- penses and Lamb seconded it. The motion passed 2-0, with Popp abstaining. Mathias informed the council that Larry Smith had stepped down from assistant fire chief due to medical rea- sons and that Bart Stemle was the new assistant. Popp ap- preciated the report and told Mathias it was his decision and his department. PUBLIC WORKERS Lamb reported that the two part-time public workers could still be needed, provid- ed their parents approved and the school, if they were attend- ing. One worker has his last day Wednesday, and the oth- er will continue and is need- ed for more than a month for weedeating and other duties, according to Brewster. Thank You!
