Jamar Ferguson, 25, who fled in a car after police tried to stop him for suspected drug dealing, crashed through a fence after the lead squad had stopped high- speed pursuit, fled on foot for about 150 feet and was found in a brush pile near 12th Street and North Avenue, according to police reports. Three officers reportedly helped free him from the brush. An ambulance was requested three minutes after Ferguson's arrest when he complained of leg pain and breathing difficulties and arrived eight minutes later, according to a report completed by the West Allis Police Department, the lead investigating agency. Five other departments in the county also participated in the investigation. At one point an officer asked dispatch to have the ambulance step it up as Ferguson had trouble breath- ing and officers tried to make him more comfortable and monitored him, reports showed. Nine minutes after arrival at the Sinai Samaritan Medical Center, Ferguson stopped breathing and he was pronounced dead 50 min- utes later, the investigation showed. The Milwaukee County Medical Examiner's Office concluded on March 9 that Ferguson's immediate cause of death was "Complications of Sickle Cell Trait." The final manner of death was listed as undetermined. In the investigation of the MPD, the other agencies reviewed body cameras worn by eight of the nine officers on the scene as well as video from squads and the gas sta- tion at Ninth Street and North Avenue, according to reports. "Body worn camera and squad video footage does not depict officers using force against Ferguson," according to a report. Written reports from all officers on the scene, photo- graphs and dispatch records were also used in the analy- sis.
