September 11, 2015 • Milwaukee County Post • 5 MILWAUKEE — Aggregate property taxes collected in southeastern Wisconsin from 2014 to 2015 decreased by 3 percent, or $121 million, according to a Friday report from the Public Policy Forum. All of the seven coun- ties in the region saw declines in property taxes collected during that time, the first time that has hap- pened since at least 2000, according to the report. The city of Milwaukee was one of only 26 municipalities in the region that did not experience an increase in overall property values from 2014 to 2015. Property values declined in Milwaukee by 0.6 percent, according to the report. In addition, the Public Policy Forum reported that the decrease in the region's aggregate tax levy was accompanied by an even larg- er decrease in the gross tax rate for property owners in the region, from $23.93 per $1,000 of equalized value in 2014 to $22.63 in 2015. This is the first year the region's tax rate has declined since 2008. The report found that the decline in levies was largely a result of Wisconsin Act 145 being signed into law in 2014, which provided more than $400 million in additional state aid for the state's tech- nical colleges, with a corre- sponding requirement that property taxes across the state be reduced by a roughly equivalent amount. Property tax rates can be linked to the decrease in levies, as well as the growth in property values. The 2015 property tax rates are closely tied to 2014 property values, which increased by 2.6 per- cent, according to the report. In 2015, every county in the region experienced an increase in property values: Kenosha County by 4.8 per- cent, Ozaukee County by 3.6 percent, Washington County by 2.9 percent, Waukesha County by 2.4 percent, Racine County by 2.1 percent and Milwaukee and Walworth counties by 0.7 percent. "The overall message to taxpayers and citizens con- veyed by this year's analysis of property values and taxes in southeast Wisconsin is a positive one," concludes the report. "Not only were tax levies and tax rates down for 2015, but 2015 property values are up, signaling less pres- sure on policymakers to raise rates for 2016. While the expenditure pressures facing local governments and school districts undoubtedly have not subsided, their ability to address those pressures going forward will be enhanced — at least a bit — if property values continue to grow." www.publicpolicy- forum.org Property taxes drop in southeastern Wisconsin Property values down in city of Milwaukee while county sees increase MILWAUKEE — With plenty of music, dance, storytelling and food, the 2015 Indian Summer Festival will also bring awareness to the social and political systems of Great Lakes people. The largest festival of its kind in North America, this year's theme is Gathering of Clans at the lakefront Henry Maier Festival Park. Held Friday through Sunday, the festival will demonstrate how clan means family, belonging and responsibilities. The Living Cultures Area will include clan-based programming with storytelling, dance and a clan exhibit. The area also will feature artisan demonstrations along with games and dances. A display of lodgings and artifacts is com- bined with a performance that imparts an understanding of native culture. Rather than competing with the Green Bay Packers on their season opener, the fes- tival will feature a "Gathering of Fans" with a game-day party at noon. Among festival favorites returning this year: ■ Contest Pow Wow, running all weekend. ■ Lacrosse demonstrations and work- shops. ■ Nationally known contemporary and traditional performers, including Joseph Hall (Kickapoo Elvis impersonator), Michael Jacobs and the Little Aztec dancers. ■ Traditional villages, showcasing tribal diversity. ■ Olympic-style amateur boxing. ■12th annual Indian Summer Music Awards (ISMA), with a special program Saturday night. ■ Circle of Art featuring native artists who display and sell their works as well as a Marketplace with vendors selling Native American-inspired goods. ■ Traditional foods such as frybread, Indian tacos, bison burgers and wild rice, along with festival fun foods such as hot beef, hot dogs, ice cream and steamed corn. Hours for the general public are 4 p.m. to midnight today, noon to midnight Saturday and 11 a.m. to 8 p.m. Sunday.
