By MATT MASTERSON Conley News Service WAUKESHA — A new objec- tion to Waukesha's Lake Michigan diversion application claims that diverting water to the suburbs will "worsen segrega- tion and racial disparities in the region." But that conclusion is not nec- essarily consistent with a study done by the Southeastern Wisconsin Regional Planning Commission. The Milwaukee chapter of the NAACP — along with Milwaukee Inner-City Congregations Allied for Hope and the American Civil Liberties Union of Wisconsin — issued comments opposing the application with the Department of Natural Resources on Aug. 28, citing the city's expanded service area under the proposal. The group claims that divert- ing water to serve that wider area is unacceptable "especially when the benefits of that expansion exclude communities of color, mostly African-Americans, in the region." "Allowing a Lake Michigan water diversion to enable contin- ued unrestrained sprawl and job migration will have the inevitable effect of perpetuating racial and economic segregation in the region, to the clear disad- vantage of persons of color, espe- cially African-Americans," Fred Royal, president of the Milwaukee Branch of the NAACP, said in a statement.
