2 - 8 de Junio, 2023 © El Popular 12A www.elpopularnews.com SUMMARY OF ENACTED ORDINANCE G-9214 COMMERCIAL ZONE 1 SOLID WASTE COLLECTION CHARGES FOR FISCAL YEAR 2023-2024 NOTICE IS HEREBY GIVEN: On the 23rd day of May, 2023, at the hour of 2:00 p.m., in the Chambers of the Board of Supervisors, in the Kern County Administrative Center, 1115 Truxtun Avenue, Bakers- field, California, the Board of Supervisors of the County of Kern adopted an Ordinance establishing the schedule of Solid Waste Collection Charges for Fiscal Year 2023-2024 for commercial property located in Garbage Zone 1 of Unincorporated Kern County. This Ordinance establishes a schedule of all solid waste service charges for commercial pro- perties by container size. Maximum rates are presented in Table A. The maximum rates include the Solid Waste Administration Fee of $1.00 per month which is charged per commercial unit based on provisions in County Ordinance and con- tracts with the individual haulers. The Public Works Department has considered the environmental impacts of this action and concluded that this action will not have a significant effect on the environment and the action is statutorily exempt from further CEQA review per Public Resources Code Section 21080(b)(8) and Sections 15061(b)(3) and 15273 of the California Environmental Quality Act (CEQA) Guidelines. A copy of the Ordinance and the report prepared by the Public Works Department are on file with the Clerk of the Board of Supervisors, Fifth Floor, 1115 Truxtun Avenue, Bakersfield, California, and are available for inspection by the public during normal busi- ness hours. This Ordinance establishes a schedule of service charges for residential property which will be direct billed by the hauler. The Ordinance establishes the maximum monthly rates for solid waste collection for Fiscal Year 2023-2024 in the Residential Non-Tax Roll Billed Zone 1 area. The solid waste collection rate for one cart service will be set at $27.82 per month per residential unit for residential properties. The collection rate is set at $11.28 per month per residential unit for organic collection service and $10.21 per month per residential unit for recycling service, in locations where those services are available. The maximum monthly rate includes the Solid Waste Administration Fee of $1.00 per month which is charged per residential unit based on provisions in County Ordinance and contracts with the individual haulers. Recycling service and organic waste service may not be available in all voluntary locations. The Public Works Department has considered the environmental impacts of this action and concluded that this action will not have a significant effect on the environment and the action is statutorily exempt from further CEQA review per Public Resources Code Section 21080(b) (8) and Sections 15061(b)(3) and 15273 of the California Environmental Quality Act (CEQA) Guidelines. This ordinance establishes a fee for residential property located in a Universal Collection Area (excepting an Alternate Universal Collection Area), on a residential unit basis, which will be collected along with the County's property taxes. This ordinance also establishes that the same fee will be paid on a residential unit basis for all residential properties that are not located in a Universal Collection Area that subscribe to the services of a franchise hauler. This Ordinance also establishes that the same fee will be paid on a commercial unit basis for all commercial properties that subscribe to the services of a franchise hau- ler. The Ordinance establishes the fee for Fiscal Year 2023-2024 to be set at $1.00 per month for either a residential unit or a commercial unit. The Public Works Department has considered the environmental impacts of this action and concluded that this action will not have a significant effect on the environ- ment and the action is statutorily exempt from further CEQA review per Public Resou- rces Code Section 21080(b)(8) and Sections 15061(b)(3) and 15273 of the California Environmental Quality Act (CEQA) Guidelines.
