PIKE COUNTY PROGRESS PARTNERS, INDIANA (August 21, 28, 2019) hspaxlp C REQUEST FOR PROPOSALS/ QUALIFICATIONS WATER MAIN PROJECT CITY OF PETERSBURG WATER COMPANY, PIKE COUNTY, INDIANA I. PROJECT INTRODUCTION: In accordance with IC 5-23-5, the Board for the City of Petersburg Water Company, Pike County, Indiana (the "Board"), invites any and all qualified parties to submit Proposals and Statements of Qualifications for scoping and eventual development of a new water main project (the "Project") in Pike County, Indiana under a public- private partnership. e purpose of this Request for Proposals/Qualifications (the "RFPQ") is to identify developers capable of providing financing, development, and construction services for an approximate 8,000-10,000 LF water main, booster station, and associated infrastructure to serve a new economic development project in Pike County. II. PROJECT SCOPE: Selected proposer will provide all financing in a manner that is compliant with IC 5-23, development services, site work, labor and material to complete the Project. e final scope and nature of the Project will be determined in a scoping period that will determine the financial feasibility of the Project. Following a scoping period, the final scope and costs will be required to be provided by the selected proposer prior to entering into a contract with the Board. e project is currently projected to be completed by 12/1/2019. III. PROPOSAL EVALUATION: e Board has formed a committee to review the proposals received. e criteria which will be utilized in evaluating proposals is as follows: • Your experience developing public projects • Your demonstrated ability and capability to perform the work, including your reputation as indicated by your references for performing this type of work • Your approach to the Project • Your ability to finance the Project, as required by IC 5-23 • Your submitted Scoping Period Fee IV. PROPOSALS Please respond to the following requests: • Provide a description of the project team. • Identify at least three (3) projects you have developed with government entities in the State of Indiana. Include names and telephone numbers to be used as references relative to the listed projects. • Explain your process of development of similar projects, including how you will satisfy the financing requirements of IC 5-23. • Please provide a schedule per the attached plans, including all legal/administrative milestones required by IC 5-23. Petersburg Water Company, Water Main Project RFPQ • e scoping process will commence immediately upon selection of the most appropriate proposer, in which time the selected proposer would need to prepare schematic designs/site analysis, financing terms, and guaranteed budgets sufficient for the Board to make a decision on proceeding (or not) with the Project and/or with the selected proposer. Please identify fees that may be requested by your team during this process. You may offer hourly rates, an overall lump sum, or multiple lump sums segregated by task. V. General Conditions It should be understood that: • e Board reserves the right to reject any and all Proposals/Statements of Qualifications at its sole discretion. e Board may select no proposers at all. • e Board does not require you to submit a certified check or other evidence of financial responsibility with your proposal. • All proposers will be accorded fair and equal treatment with respect to any opportunity for discussion and revision of proposals. e Board may enter into discussions with proposers to clarify and assure a full understanding of proposals. • e Board may refuse to disclose the contents of the Proposals/ Statement of Qualifications during discussions with eligible proposers. • Subject to receiving acceptable offers to this RFPQ process, the Board is anticipating that the Project will be financed by the selected proposer. Accordingly, under IC § 5-23, the Project will not utilize "public funds" as defined in IC § 5-22-2-23. Per both statutes, the selected proposer will not be subject to further procurement under IC § 36-1-12. If financing of the Project is provided by any other manner that would constitute public funds, then the proposer may be subject to further procurement processes as determined by Indiana state law.
