Earlier this month, U.S. Attorney Matthew Krueger said a federal grand jury returned a 22-count indict- ment charging three for their roles in an alleged 12-year money-laundering scheme that netted more than $200 million over 12 years. Charged were Brian Ganos, 57, of Muskego; Mark Spindler, 56, of Menomonee Falls; and the Sonag Company in Milwaukee. According to the indict- ment, the men used federal contracts set aside for small disadvantaged businesses or service-disabled veteran- owned small businesses, claiming that they had as principals in their businesses people who qualified for such grants when they did not. According to the indict- ment, Ganos, whom the Sonag Company website says was named a Hispanic Businessman of the Year by the U.S. Hispanic Chamber of Commerce, was sole owner of Sonag, which operates from an office on Florist Avenue in Milwaukee, and claimed a 50 percent ownership stake in Sonag Ready Mix, LLC. Spindler was co-owner of the accounting firm that did the books for Sonag and Ganos-affiliated companies Nuvo Construction Co., C3T, Inc., and Sonag Ready Mix, and knew that Nuvo and C3T were getting federal funds illegally, the indictment said. According to the indict- ment, Nuvo was claimed to be owned by someone identified as J.L., who works full-time on housing projects in Minnesota. C3T was ostensi- bly headed by someone iden- tified as T.A., a service-dis- abled veteran who went long stretches with virtually no involvement in the company, while Ganos and others retained control over it. Another company, Pagasa, was reportedly owned by an Asian woman named O.M., who set the company up with Ganos and others. But the indictment said Ganos and others operated the companies, with the straw buyers not having burdens or benefits of ownership. On April 11, Krueger's office said J.L. was Jorge Lopez, 57, of Worthington, Minn.; and that T.A. was Telemachos Agoudemos of Big Bend. Also charged was James Hubbell, 50, of Sussex. Krueger said Hubbell and Lopez agreed to plead guilty to conspiring to defraud the United States. Agoudemos agreed to plead guilty to mak- ing false statements to federal agents to conceal that C3T, Inc. did not qualify as a serv- ice-disabled veteran-owned small business.
