More than half of the city's aldermen are openly asking for a legal opinion on Mayor Tom Barrett's appointment, without formal Com- mon Council approval, of an interim health commissioner. The over- ture comes at the same time a report has been released on the state of o p e r a t i o n s within the health department and questions of how severe the city's lead-based infrastructure has impacted resi- dents — particularly children. On Monday, Council President Ashanti Hamilton and Aldermen Mark Borkowski, Milele Coggs, Bob Donovan, Chantia Lewis, Jose Perez, Khalif Rainey and Russell Stamper II sent an open letter to City Attorney Grant Langley on Barrett's hiring of Paul Nannis to the health com- missioner post on an interim basis. Nannis, who helmed the city's health department from 1988 to 1998, is poised to succeed Bevan Baker, who resigned abruptly Jan. 11 after reports surfaced the agency under his watch failed to inform families of children who tested positive for elevated lead levels. This week, Nannis reportedly began working within the health department, even though the council is not slated to act on the appointment until the next regu- lar meeting Tuesday. "Mr. Nannis is a private citizen with access to health information, and several council members believe this could pose a liability risk," the eight council members said in the joint statement.
