At a Monday news conference, Flynn, 69, said he accepted the appointment to a third term in 2016, never committing to serving the full four years. "My goal for us was to turn around the homicide numbers that had climbed so high in my eighth year to reach 10 years moving for- ward in the right direction. Both goals have been met," Flynn said. "'15 and '16 were just dreadful homicide numbers." In 2015, 145 people were mur- dered and 141 homicides occurred in 2016 before dropping to 119 in 2017. Excessive force complaints against officers are down 25 per- cent since 2013, he said. And he said there were 2,941 robberies in 2017, which was 17 percent fewer than the 3,555 in 2007. But the chief faced criticism for sticking to a no-chase policy as carjackings and auto thefts rose. In September, Flynn finally sup- ported pursuit for ties to drug dealing or reckless driving after a July directive by the Fire and Police Commission. In November, the Common Council overrode Mayor Tom Barrett's veto of a resolution ask- ing the state Department of Administration's Intergovern- mental Relations Division to give aldermen more oversight over the top two safety positions in the city.
