NON TRANS FAT By DAN MUCKELBAUER Post Editor MILWAUKEE — The American Red Cross drew positive responses after reversing a policy that limit- ed volunteers from giving aid in 10 zip codes that would have had people going to a Red Cross office. While the Red Cross said the policy was due to a shortage of volunteers, oth- ers saw it as racially dis- criminatory and affecting those who needed assis- tance the most. "In an effort to continue to serve people affected by home fires, we recently implemented new proce- dures in Milwaukee that we now understand were insen- sitive to the communities we serve. We apologize for this mistake and will imme- diately return to the way we have responded to home fires in the past, consistent with American Red Cross practices and values nation- wide," Wisconsin American Red Cross CEO Patty Flowers said in a Jan. 3 statement. Some politicians who reacted to the reversal said that the initial decision was unfortunate and the Red Cross did not fully see the downside of it until criti- cism rolled in. Mayor Tom Barrett said, "This was a situation where initially they made a deci- sion and they didn't, I think, understand the ramifica- tions of the decision and how it would be perceived." The affected zip codes were 53218, 53209, 53216, 53210, 53208, 53205, 53206, 53233, 53204 and 53215. The local Red Cross said in a Jan. 2 statement that it would "evaluate our response procedures to ensure both consistency and the safety of our volunteers and the people we serve." Red Cross officials were asked to appear before the Common Council Health and Safety Committee to explain what some critics called "redlining," a term frequently used with restricting activities in a certain area based on race or even income. Alderman Bob Donovan canceled the scheduled Jan. 5 committee appear- ance after the Red Cross reversed itself. He thanked the Red Cross for the rever- sal and said it "reiterates my firm belief that the Red Cross hasn't lost its way and remains committed to pro- viding the same compas- sion, care and understand- ing it always has." "I have seen firsthand the support, assistance and comfort the Red Cross has provided Milwaukee fami- lies hit the hardest by tragedy and loss. Their work is outstanding and I am pleased it will continue at full strength across our great city," Donovan said in a statement. Not everyone was as kind in their assessments. "The Red Cross realized the disrespectful and poor message being sent by turn- ing its back on thousands of Milwaukee families and res- idents, and rightly changed course," said Alderman Kalif J. Rainey, whose 7th District was initially affect- ed. "Again, the Red Cross made the right call by reversing its decision and I want to extend my proper thanks to those who joined the strong chorus of out- raged voices when the origi- nal decision first came to light." The controversy was fur- ther exacerbated when Latressa Turner claimed she did not receive $545 the Red Cross said it gave her after her home was destroyed by fire. The Red Cross provided proof Jan. 5 of the assistance, and Turner reversed herself and apologized to the Red Cross, saying she lied and spent the money on her chil- dren. The Red Cross issued a statement Saturday that said: "The American Red Cross is pleased that after several days of misinforma- tion, the facts regarding Red Cross support for Ms. Turner are now being made known to the public. As we are a charity that depends on the American people for financial donations to pro- vide help after home fires and other disasters, we would like to reiterate that we provide support to all affected by home fires in Milwaukee, and we will con- tinue to do so." The Red Cross said it still has labor shortages. Flowers said the organiza- tion, which does not receive federal funding, will "redou- ble our efforts to recruit more volunteers and work with local leaders to help us do that."
