Assessed tax rates for each gov- erning entity are dropping for City of Milwaukee property own- ers except the city, which held steady. City of M i l w a u k e e taxpayers are being levied less by all gov- erning entities except for an increase by the city. Among the n o t a b l e changes this year: Property own- ers will be paying into five, rather than six, governing entities. The state is no longer assessing a prop- erty tax as an income generator. In August, as the dust settled on the state's 2017-19 biennium budget, Gov. Scott Walker enacted the elimination plan, which the Wisconsin State Legislature's Joint Finance Committee had pre- viously voted on favorably. In a statement, Walker said he backed the elimination because he viewed it as responsible, fiscal- ly prudent governance. "We are eliminating an entire tax," Walker said in the statement. "There will be no state property tax collected for the first time sine 1931." Without the state-imposed tax as a line item on the bill, property owners will be paying into five local entities, the largest being the city itself and Milwaukee Public Schools. Milwaukee County is the third largest benefactor. Other recipients of tax pro- ceeds are the Milwaukee Metropolitan Sewerage District and Milwaukee Area Technical College. In all but one instance, tax rates are going down in year-over- year comparisons. The City of Milwaukee's rate of $10.75 per $1,000 of assessed value is flat.
