"If this continues, no one will want retail in their communities," Hohenfeldt said. Hales Corners Village President Robert Ruesch described the dark stores provisions, in their current state, as "a race to the bot- tom" for municipalities. In other business this week, the ICC: ■ Heard from South Milwaukee Mayor Erik Brooks on a referendum in his community next month. If backed by a majority of residents heading to the polls Nov. 7, the additional 5.7 percent levy increase will go toward public safety. South Milwaukee, as with many municipalities in the area, is feeling the pinch of reduced state shared revenue and limited options for bringing in added income, Brooks said. The added money, which would equate to about $616,641 in the 2018 budget, would go toward maintain- ing paramedic services and hiring two additional police officers. The city surveyed resi- dents this summer, Brooks said, and responses indicat- ed there would be support for going beyond the state levy caps. Sixty percent of the 1,300 survey respondents supported the referendum, as proposed, Brooks said. Optimism aside, Brooks said he and other city offi- cials are working with two draft versions of the 2018 budget — one with the refer- endum dollars, the other without them — as planning on next year's spending plan picks up steam this month. Neitzke said the results of South Milwaukee's refer- endum could serve as an indicator of how other municipalities proceed in years ahead as they feel financial pinches. ■ Heard a report from St. Francis Mayor CoryAnn St. Marie-Carls on the heroin/opioid/cocaine task force that has been meeting for most of this year. St. Marie-Carls serves as an ICC representative on the task force, which represents a cross-section of elected officials and medical experts who are brainstorm- ing solutions to turn the tide on rising overdose deaths. St. Marie-Carls asked her elected colleagues if there would be interest in con- tributing $5,000 to $10,000 toward a public awareness campaign that is being developed. Although no formal motion was made this week, ICC members offered up ten- tative support for the plan. A firm decision is expected at the group's November meeting. continued from Page 2
