Shores to the North Carolina Criminal Justice Information Network Governing Board. Shores has been with the Cleve- land County Sheriff's Offi ce since 1990. He currently holds the rank of Captain. He currently oversees the Sheriff's Offi ce Criminal Investigations Division, Narcot- ics Investigations Division, Crime Scene Investigations Division, Community Inter- diction Team, the School Resource Offi cers, and the D.A.R.E. Offi cers. Joel is a graduate from Western Carolina University, Cleveland Community College and the 217th Session of the National FBI Academy. Joel received his Advanced Law En- forcement Certifi cate in 2000. He is also the Commander of the Cleveland County Sheriff's Offi ce Crisis/Hostage Nego- tiator Unit and has received specialized Crisis Negotiations Training from The FBI, ATF, NYPD, and Raleigh Police De- partment. The North Carolina Criminal Justice Information Network (CJIN) is a statewide initiative that works to enhance the shar- ing of information between federal, state and local criminal justice agencies. North Carolina is recognized in the nation as one of the leading states in developing a statewide crimi- nal justice information network. The CJIN Board recommends projects to provide more effective communications for law en- forcement across the state.
