All eight members of the Great Lakes Compact Council voted in favor of Waukesha's request to borrow water from the Great Lakes Basin — making it the first city located entirely outside the basin to be granted access to its water since the Great Lakes Compact was adopted in 2008. "I'm overjoyed and very, very happy," Waukesha Mayor Shawn Reilly said following Tuesday's vote, which was held on the cam- pus of the University of Illinois- Chicago. "I appreciate the (Great Lakes) Regional Body and the Compact Council for how serious they were in this entire proceeding. That they followed the compact, that they weren't having public opin- ion be the determining factor — they used science and law — and they reached their conclusion that way." Any dissenting vote from the council members — comprised of appointees from governors in each of the eight Great Lakes states — would have killed the application. Waukesha had initially sought to divert 10.1 million gallons of Great Lakes water per day. But that amount has been cut back repeatedly by the Regional Body — made up of officials from the eight Great Lakes states and Canadian provinces of Ontario and Quebec — which has support- ed the diversion of up to 8.2 MGD for the city's service area by 2050. Waukesha remains under a court-ordered deadline of June 2018 to implement a radium-com- pliant water source to replace its current contaminated groundwa- ter source. Now that the $207 million pro- posal has been approved, officials will begin the planning and devel- opment stage to construct a pipeline for obtaining Lake Michigan water via the Oak Creek Water Utility. Approximately 100 percent of the treated wastewater would then be discharged back into the Root River.
