OPINION June 24, 2016 • Milwaukee County Post •7 "And Moses lifted up his hand, and with his rod he smote the rock twice: and the water came out abundantly, and the congre- gation drank, and their beasts also." — Numbers 20:11 I never thought I would be this excited for a public works project. How long have we waited for approval of the city of Waukesha's application for a diversion of Great Lakes water? Yet despite the fearmon- gering and demagoguery, the bizarre twists and turns of the debate, the city's applica- tion for a diversion was finally unanimously approved by the Great Lakes governors. Of course, the fight isn't over yet. We've escaped the Death Star's tractor beam but we still have to get past the lawyers that will soon swarm us like angry TIE fighters. Then there will be the usual bureaucratic hassles just to get the plans for the pipeline approved, so let's not get cocky yet. But at least a groundbreaking for the pipeline to Oak Creek cannot be too far off. Yes, Oak Creek, and not the city of Milwaukee. Milwaukee Mayor Tom Barrett's chief of staff Patrick Curley told the Milwaukee Business Journal in May that they would be willing to revisit the issue. That's after Milwaukee actively lobbied against Waukesha's application. That's after Milwaukee Mayor Tom Barrett spoke pub- licly against Waukesha's application. That's after Barrett and the Milwaukee Common Council refused to even make an offer to sell Waukesha water. Suddenly, after finally realizing that Waukesha's application would be approved, the city of Milwaukee is willing to sell Waukesha water. That would violate the con- tract with Oak Creek so Milwaukee will get the joy of watching a $200 million public works project go right past the city's border. Meanwhile the money they could have got- ten from Waukesha for water, money Milwaukee needs for its own water infra- structure problems, will go to Oak Creek instead. Keep that in mind whenever a liberal com- plains about Gov. Scott Walker not building the not-so-high-speed train between Milwaukee and Madison. Liberals like to complain about the federal money that would have been spent on something useless, while they opposed a public works project that would actually serve the public. Go fig- ure. At times, liberal opposition to Waukesha's diversion application became absurdly irra- tional. Jodi Habush Sinykin even told WTMJ-TV, "It's just a matter of time before there are pipelines shooting our water all over the nation." I'm sur- prised she didn't accuse the city of Waukesha of being complicit in a secret plot to pipeline water to North Dakota for oil fracking. Perhaps that's next week's press release when the environmental groups inevitably file their lawsuits. For now the science has prevailed. The city of Waukesha will have a safe, clean and reliable source of water for the future. Our environment, especially our streams and wetlands, will be protected. The Root River will see a benefit with the increased flow back to Lake Michigan. And ironically, Lake Michigan itself will actually have more water flowing to it because the city will no longer be draining the deep aquifer. It's also a victory for those who fought so hard for an alternative water supply for the city of Waukesha. I spoke with former Mayor (and current County Supervisor) Larry Nelson shortly after the vote results were announced. He was pleased, obviously, with the vindication, and praised the sup- port of past Mayors Carol Lombardi and Paul Vrakas. Somewhere, I suspect, former City Administrator Lori Luther is raising a glass of water to celebrate the results, too. It's also a major victory for current Mayor Shawn Reilly, who fulfilled his biggest cam- paign promise to get approval for the appli- cation for the diversion of Great Lakes water. How many times were we told that there is no way all eight Great Lakes gover- nors would approve the city's application? In an alternative universe, if former Mayor Jeff Scrima had won re-election, does any- one doubt the Waukesha's application would have been defeated? Let's not forget the members of the city council who stood firm in their support of Waukesha's application for a Great Lakes diversion, as well. Finally, what a great accomplishment by the city's Water Utility Manager Dan Duchniak. How many presentations did he have to give demonstrating the importance of Waukesha's application? How many times did he have to explain the science behind the application? As Auda abu Tayi would have said, Duchniak is a river to his people.
