By DAVID FIDLIN Special to The Post MILWAUKEE — While questions con- tinue to loom about a potential appeal in Milwaukee County District Attorney John Chisholm's John Doe probe, nearly half of the County Board's membership has gone on record in not supporting such a meas- ure. Earlier this year, the U.S. Supreme Court ruled Chisholm's investigation into events and activities surrounding Scott Walker's tenure as county executive was unconstitutional. But rumors have circu- lated Chisholm might try to appeal the court's ruling. At a County Board meeting Dec. 17, supervisors Patricia Jursik and John Weishan Jr. attempted unsuccessfully to suspend the elected body's procedural rules and take up a funding request to allo- cate money toward an appeal, which has been dubbed John Doe II. But the proposal was denied because eight supervisors did not vote to move for- ward, although nine cast "yes" votes. A two-thirds majority would have been need- ed to even consider allocating funds toward the appeal, based on the board's procedural rules. A diverse mix of supervisors on both sides of the political aisle decided not to pursue John Doe II, including Deanna Alexander, Eddie Cullen, Marina Dimitrijevic, Jason Haas, Jim "Luigi" Schmitt, Anthony Staskunas, Steve Taylor and board Chairman Theo Lipscomb Sr. In addition to Jursik and Weishan, supervisors voicing support for the appeal included Gerry Broderick, Willie Johnson Jr., Michael Mayo Sr., Supreme Moore Omokunde, Khalif Rainey, Peggy Romo West and Martin Weddle. The board's motion is not binding, but it does put one decision-making body on record as an opponent of an appeal into the probe. In a statement after the board meeting, Alexander likened the plan to "send(ing) good money after bad in pursuit of an appeal." "While this decision does not preclude (Chisholm) from appealing, it does send a clear message that there is no prevailing desire to spend county taxpayer dollars to fund such an ill-advised endeavor," Alexander said in the statement. In other recent business, the County Board: ■ Nixed a request by John Dargle Jr., director of parks, recreation and culture, to allocate funds toward the 28-acre Kulwicki Park in Greenfield. The proposed intergovernmental agreement had been discussed throughout the year. As it had been proposed, the city of Greenfield would have funded a number of improvements with municipal dollars, including new parking accommodations, trail upgrades, and renovations to a con- cession stand and restrooms under a 15- year lease agreement. Kulwicki, located at Highway 100 and West Coldspring Road, is under the aus- pices of the county. Advocates, including Staskunas, said the intergovernmental agreement could strengthen the park, which is in need of upgrades. "This is not a sale of county park land," Staskunas said during last week's debate. "We need a vision of how we're going to fix our park system." But a majority of the board disagreed with Staskunas' assertion, saying it is one step toward dismantling the county park system. ■ Voted to establish a task force to hash out the specifics of issuing municipal iden- tification cards to persons in need of one. The county is working in tandem with the city of Milwaukee for the ID card plan, which was a hot topic throughout budget discussions this fall.
