September 25, 2015 • Milwaukee County Post • 5 MILWAUKEE — Calling for a renewed focus on public safety and the continued emphasis of a homegrown foreclosure prevention pro- gram, Mayor Tom Barrett has presented a draft version of the 2016 budget that is intend- ed to freeze the property tax levy. The municipal budget Barrett and his staffers assembled clocks in at about $1.61 billion. It includes a plan to hire 100 new police officers and invest in the oft-discussed body cameras that are to be worn by all sworn personnel while on duty. In his formal presentation of the budget to the Common Council on Tuesday, Barrett readily pointed to some of the city's economic challenges, including the loss or reduc- tion of recycling grants and state aid and the removal of a smattering of properties from the municipal tax rolls. "But this budget does not cut services, and it still gives taxpayers relief," Barrett said. Amid the economic chal- lenges, Barrett touted new economic development proj- ects, particularly in the down- town area that, he said, "con- tinue to punch above their weight." In an effort to bring equity to all functions of municipal government, Barrett said he is proposing an end to the fur- lough days that have been built into police and fire per- sonnel budgets in prior years to cut costs. "I recognize our first responders have incredibley difficult jobs, and the bottom line is we still have a city to run," Barrett said. The budget also includes a request to allocate $10.9 mil- lion toward Barrett's Strong and Healthy Neighborhoods Plan that addresses blight and foreclosures. Addit- ionally, it includes $78.6 mil- lion toward upkeep of such core infrastructure as streets and lighting. Various committees and, ultimately, the Common Council, will dig into Barrett's budget in the weeks ahead. A series of public hearings will be held between Oct. 5 and Oct. 16, and the council as a whole is sched- uled to act on the budget Nov. 4. In other business this week, the Common Council: ■ Voted down a request by the owners of Silk Exotic to open a tavern and strip club within a four-story building at 804 N. Milwaukee St. Silk's owners have petitioned the city for a downtown spot on multiple occasions the past few years and have been denied a permit each time. ■ Approved rezonings to accommodate several devel- opments within Bay View, including a mixed-use devel- opment at 2202-06 S. Kinnickinnic Ave. and 371 E. Ward St. and a multifamily development at 2151 and 2181 S.
