By Eric Oliver Enterprise Staff OCONOMOWOC — For the second straight year, fatalities from motorcycle crashes are on the decline, according to the Wisconsin Department of Transportation. The number dropped from 83 in 2013 to 73 in 2014 That can be attributed to several factors, Wisconsin Motorcycle Safety Program Manager Greg Patzer said. An awareness campaign tar- geted at non-riders to look out for motorcycles as well as a revised rider safety program made up of 5 key components are 2 of the larger things WisDOT is doing. Still the 73 fatalities in 2014 is 73 too many. The goal for Patzer & the state of Wisconsin is zero. How they're doing it In recent years, motorcycle safety programs have under- gone a transformation. The five components of WisDOT's most recent safety program are: Encouraging substance- free riding Rider education & licensing All the gear, all the time Cycle condition & mainte- nance, & Safe riding practices. One of the larger problems Patzer is seeing is an increase in unlicensed riders. Last year, Patzer said he helped to dis- tribute 8,000-9,000 handlebar tags, 13,500 letters & 8,000-9,000 posters encouraging riders to get the proper licensing associated with owning a motorcycle. He said the response to the campaign has been fantastic, & he expects to see an increase in licensed rid- ers reflected because of it. All the gear all the time Despite recent success in lowering the fatality rate, Patzer said 70 percent of rider deaths are still associated with not wearing a helmet. He said a helmet isn't necessarily going to save somebody's life, but a helmet paired with safe rider practices goes a long way. "It is rampant," Krishna Prasad said of motorcycle accidents. Prasad is the Aurora Summit Emergency Department Medical Director. Summit is one of only 3 Level Two trauma centers in the state. Motorcycle accidents have personally affected Prasad's family twice, & he has seen countless more injured riders come into his department. Prasad said his most recent case was a 22-year-old speeding without a helmet who crashed into the side of a dump truck. "He comes in unresponsive & has a significant amount of trauma including his head, neck, chest wall & abdominal cavity," Prasad said. "He had a spleen rupture, multiple rib fractures & lacerations to his chest. Four different neck spine fractures & multiple cracks to his skull. He is 22 years old. It was broad daylight." Prasad echoed Patzer's com- ments on all the gear all the time. He also referenced riding during appropriate times dur- ing the day & riding when the weather is ideal. Still, he said one of the biggest issues con- fronting riders is the culture toward wearing helmets. Michelle Luebbert, adminis- trator for the Harley-Davidson Riding Academy at Wisconsin Harley-Davidson, 1280 Blue Rib- bon Dr., encourages new riders & experienced riders always to wear the proper gear. However, Luebbert recognized that many riders don't wear helmets because riders "want the wind in their hair & that kind of freedom." "Maybe it's an adrenaline rush; maybe it's the relaxation of being out in the open, not being closed in or covered up," Luebbert said. "I think it's definitely a personal choice. You want to be educated so you can make a personal choice based on that education." Luebbert acknowledged that WisDOT is doing everything they can to encourage safe rid- ing. She suggested all riders should take a refresher safety course no matter how long they've been riding. "I've been riding since I was 16," Luebbert said. "I help run the class & every time I step into the classroom or on the range I learn something new." Patzer said the only thing WisDOT can do is to continue campaigns to encourage safe riding & motorcycle awareness. "Rider attitude, behavior, choices & decision-making are really the key," Patzer said. "That's what we need to focus on in the motorcycle communi- ty; that they make the proper choices & have the proper atti- tude behind the handlebars."
