If enacted, it would increase spending for public safety, economic development and neighborhood stabilization efforts. The plan also means city residents would have to contribute more in property taxes. Barrett has proposed increasing the levy by 1.6 percent. City officials estimate the average property owner would pay an additional $4.85 on the municipal portion of the tax bill. Barrett's budget totals nearly $1.44 billion and includes a number of changes that will impact city residents. For example, he is proposing an end to the practice of sanitation crews picking up trash curbside during the winter – a maneuver designed to trim labor costs for public works staff. Residents with more than one garbage cart also could be assessed an additional fee. The budget proposal does not call for any staff layoffs, but most employees could be asked to take three unpaid furlough 6th & Howard Fall Family Fun This Week at the Garden District Farmers' Market Yoga has concluded for the season Chillier temps bring our yoga season to a close. As with many municipalities, Milwaukee has historically allocated the largest portion of its budget toward public safety In 2014, this will . Barrett likely continue as Barrett proposes increasing the Milwaukee Police Department's budget by $6.2 million, to a total of $243.7 million. As he delivered his budget address to the Common Council on Tuesday, Barrett said the 1.6 percent levy increase would help keep 50 police officers on the force who initially were hired with federal stimulus dollars. Barrett also is asking the council to increase police staffing in 2014 by hiring 100 new officers into the existing force. Barrett's proposal comes after a violent summer that frequently grabbed headlines. "The last six months have generated increased concerns about robbery, which has seen a 20 percent spike since mid2012," Barrett said. "In July and August (of 2013), the city experienced a total of 115 non-fatal shootings and 29 homicides – a big increase over 2012." Alarming figures aside, Barrett said he is pleased with the data-driven direction Police Chief Edward Flynn has taken in recent years. "The department's strategy to combat gun violence includes deploying resources to hot spots, increasing neighborhood presence, expanding the group violence reduction initiative and engaging with the community," Barrett said. In recent months, as budget talks have picked up steam, Barrett and other city leaders have trumpeted Milwaukee's fiscal health with a self-funding pension system and other mechanisms in place that are in stark contrast to other cities, such as Detroit. But the city is grappling with other issues, including a large inventory of foreclosed properties. To counteract the issue, Barrett said he would like to continue investing in an initiative known as Strong Neighborhoods. The proposed budget allocates $14 million toward a number of efforts, including blight elimination, repairing city-owned properties and allocating funds toward vacant lot renewal and beautification. In the coming weeks, the Common Council will conduct a line item-by-line item review of Barrett's budget. Public hearings also will be held before a final vote is taken in November.
