The claim: Indiana Attorney General Todd Rokita questioned whether Dr. Caitlin Bernard, an obstetrician-gyne- cologist, had broken any HIPAA laws. He did not provide evidence. What Indiana Univer- sity Health says: "IU Health conducted an investi- gation with the full coopera- tion of Dr. Bernard and other IU Health team members. IU Health's investigation found Dr. Bernard in compliance Officials: Doctor who shared 10-year-old's abortion story with IndyStar did not violate HIPAA rules Myth vs. Fact: The Journalism Competition and Preservation Act The JCPA is designed to benefit small and local publishers exclusively and imposes severe penalties on Big Tech platforms if they do not negotiate in good faith. Staff reports News Media Alliance Local journalism, necessary for maintaining an informed and active citizenry, is under threat. By not paying small and local publishers for their qual- ity reporting, Big Tech has driven many outlets out of business. The Journalism Competition and Preservation Act (JCPA) would allow small and local news publishers to collectively negotiate with Big Tech for fairer compensation for their journalistic content. Your readers and represen- tatives might have questions about the bill. The following addresses the misconceptions about the JCPA made by Big Tech and their allies. MYTH #1: News pub- lishers already get paid and receive more than enough referral traffic from the online platforms. FACT: Currently, Google and Facebook reap the vast majority of the digital adver- tising dollars and user data, while deciding what content gets elevated and how users reach that content, leav- ing publishers to collect the scraps.
