FREEMAN: What noteworthy capital projects are slated for funding next year? VRAKAS: The largest single project next year is a $9.4 million digital radio tower system upgrade for the Department of Emergency Preparedness and all municipalities within Waukesha County. The new equipment replaces an outdated analog radio system. In addition, we will be extending our Voice Over IP telephone system to most county buildings. We expect full payback on the project through operational savings within 24 months. FREEMAN: How have federal spending cuts known as sequestration affected budget planning for next year? We create that blueprint by doing a lot of research and utilizing the best information we have available at the time. We anticipate the biggest impact of sequestration on the county will be through cuts in federal funding to state programs. The state will then pass those cuts on to the county through the state budget. FREEMAN: Has the state's new biennium budget presented any substantial funding losses to the county? If so, how will those cuts be addressed? VRAKAS: The biggest cut affecting Waukesha County was to the state court system. In the past, when cuts were made to the state courts, the program that provides grants to counties was also cut. If history is a guide, we anticipate losing an estimated $118,000. The exact amount is not yet known. That could mean that Clerk of Circuit Courts Kathy Madden and her staff will have to identify operational savings to make up for the deficit. FREEMAN: If federal funding of the air traffic control tower at Waukesha County Airport is cut in September through sequestration, will the county continue tower operations and how will they be funded? VRAKAS: This spring, many members of Congress across the country, including Congressman Jim Sensenbrenner, Congressman Paul Ryan and Senator Ron Johnson, made it clear that the FAA airport tower program should be spared from sequestration. After a lot of hard work by our elected representatives, the FAA reversed its original plan to cut the tower program. I find it difficult to believe that the FAA would want to go through that experience again and reinstate the cuts. Getting to know ...
