Employee Sought Attention: Editors If newspapers want notification of public meetings and executive sessions of various state or local public agencies, the Open Door Law requires newspapers to request that notice in writing to each public agency. This statutory requirement is found in IC 5-14-1.5-5(b). Newspapers are required to deliver their written request for notices to the public agencies by January 1. If the newspaper fails to do this, a public agency would not be legally obligated to give the newspaper 48 hours notice of its meetings. If you have any questions concerning this requirement, please contact Steve Key, general counsel, at (317) 624-4427 or skey@hspa. com. Following is some sample language that could be used by a newspaper in its letters to various governmental entities: Dear (public agency or its governing body): The (name of the newspaper) requests that your governing body give the newspaper written notice of the date, time, and place of any of its meetings, executive sessions, or any rescheduled or reconvened meetings. This request also applies to all of the governing body's committees, and any other of the public agency's entities subject to the public notice provisions of the Open Door Law. This request is made pursuant to IC 5-14-1.5-5. This statute requires 48 hours notice (excluding Saturdays, Sundays and legal holidays) be given to the public and specifically to news media that request such notice in writing prior to January 1. Please respond to this letter so that we can confirm your receipt of this request and verify which entities will be covered by this letter. Thank you for your attention to this request. Sincerely, (your name) Deadline for papers to request notice of public meetings is Jan. 1 "Key's advocacy on behalf of professional and student journal- ists has significantly advanced the First Amendment and jour- nalism in Indiana," said Johnny Sparks, Department of Journalism chair. "Through his work with HSPA and his additional activi- ties as a legal consultant, who fields hundreds of inquiries from local newspapers and officials each year, Key's work continues improving Hoosiers' lives through supporting strong professional journalism." Key's acceptance remarks encouraged students to focus on their journalistic responsibili- ties of fairness and honesty in all personal and professional matters. He also stressed the significance of local journalism in democracy. "It's the local newspaper that covers the county commissioner, city council and school board. It's the newspaper that covers local events that create the social fabric of the community. If the commu- nity loses its newspaper, it loses its eyes on government and the reassuring voice to each other." In 2008, Key received the Excellence in Public Information and Education (2008) Award from the Indiana Judges Association. The Indiana High School Press Association recognized Key with the Louis Ingelhart Friend of Journalism Award in 2010. First awarded in 1965, the Indiana Journalism Award recog- nizes outstanding achievements by journalists in the Hoosier state. Continuing a 60-year legacy of honoring international leaders in journalism and strategic com- munication, the Department of Journalism recognized Key and nine other outstanding alumni and professionals in a virtual awards ceremony on December 1. Other award recipients include: • National Journalism Writing Award: Mark Johnson, Milwaukee Journal Sentinel. • Marilyn Weaver Scholastic Journalism Award: Ryan Gunterman, Indiana High School Press Association. • Majeri Award for Graphic Journalism: Suzette Moyer, Washington Post. • Joseph Costa Award: Tom Fox, Dallas Morning News. • Young Journalism Alumna/ Alumnus Award: Becky Rother and Jacob Lane. • Outstanding Journalism Alumna Award: Sonja Popp- Stahly, Eli Lilly and Company. • Journalism Hall of Fame: Kathy Barks Hoffman and Jason Whitlock.
