Report: 59 % of case managers left Bureau of Milwaukee Child Welfare in '14 MILWAUKEE — Fifty-nine percent of Wisconsin Bureau of Milwaukee Child Welfare case managers left their jobs last year, according to a report issued March 27 by state reviewers. In tracking the 2014 progress of the reforming of its child welfare system, the BMCW said 114 of the 194 case managers working at the start of 2014 left. As a result, performance slipped in areas such as providing children in foster care with annual medical and dental exams and timely plans to connect them with permanent homes. "The very real concern is that chronic turnover is leading to inconsistent case- work, with the Bureau's refor ms slipping in several critical areas," Eric Thompson, counsel to Children's Rights, a national advocacy group that spurred the report. "And efforts to reduce the number of children repeatedly shuffled between foster homes stalled. "It is imperative that the Bureau better support caseworkers, so they can meet the challenges of protecting Milwaukee's abused and neglected children," he said in a statement. Children's Rights and co-counsel filed the federal class action known as Jeanine B. v. Walker in 1993, charging that the Milwaukee child welfare system was gross- ly mismanaged and failed to protect children in its care. After a state takeover, a court-supervised settlement agreement mandating an overhaul of the child welfare system was reached in 2002. State officials are con- tinuing to implement a corrective action plan aimed to bring BMCW into full com- pliance with the agreement.
