By ARTHUR THOMAS Conley News Service Wisconsin U.S. Rep. Paul Ryan said he's optimistic that there are opportuni- ties for Democrats and Republicans to reach bipartisan agreements on various issues before the 2016 presidential kicks into high gear. He also was optimistic about the Wisconsin Badgers' chances against North Carolina. "I do think we're the bet- ter team," Ryan said in an interview with Conley News Service just hours ahead of the Badgers' vic- tory in the NCAA Tournament. If the Janesville Republican's congression- al prediction holds true like his basketball one, law- makers will be in for a busy few months. "I think there's still time to get some bipartisan agreements and we're sure going to exhaust that possi- bility," Ryan said. He pointed at a $214 bil- lion bill approved March 26 by the House that would permanently block physi- cian Medicare cuts. Ryan said the bill "once- and-for-all replaces this antiquated Medicare reim- bursement system," adding that it had been patched with small fixes 17 times. "That's a huge bill that's bipartisan, that fixes a problem that's been vexing Congress for a long time," Ryan said. He also said lawmakers will have an opportunity to address trade issues this spring and there was a pos- sibility of business tax reform. The week brought a unique situation for Ryan. For the first time in years, House Republicans passed a budget he did not write. Now chair of the House Ways and Means commit- tee, Ryan had previously been chair of the Budget committee and spearhead- ed the Republican budget for the last eight years. "It was different," Ryan said. "It was fun to watch from the sidelines for the first time in a long time." The congressman will be returning to his district, which covers the southern portion of Milwaukee County, next week for lis- tening sessions. Ryan said the sessions are a good opportunity to hear what is on voters' minds and there is usually a split between those prais- ing and criticizing his efforts in Washington. "It's interesting how in one community you can get people with such diver- gent views," Ryan said. "That's part of what makes Wisconsin special."
